analysis in order to provide a baseline comparator in the business case for the preferred<br />
option.<br />
Engagement and Consultation<br />
To date the project has engaged with a wide range of stakeholders in developing and short<br />
listing the options. These include:<br />
Clinical staff<br />
Patients<br />
GP commissioners<br />
The <strong>West</strong> Midlands Ambulance Service<br />
The Joint Health Scrutiny Committee.<br />
This is in line with national guidance and as a result the project meets the Secretary of State’s<br />
tests for service reconfiguration projects.<br />
All of the short listed options for acute stroke and TIA reconfiguration involve consolidating<br />
acute services on one hospital site. The Joint Health Scrutiny Committee have advised that<br />
this is a significant service change and as such a formal public consultation is required. This<br />
needs to take place over a 12 week period and in line with the project timetable it is proposed<br />
that public consultation starts on 9th February <strong>2012</strong> and finishes on 25 th April <strong>2012</strong>. A<br />
consultation framework has been developed and includes identifying and planning to utilise a<br />
number of different methodologies involving a wide cohort of people across the local<br />
economy in order to gain views from a range of diverse ethnic and cultural groups.<br />
The final decision to undertake a formal public consultation of the short listed options will be<br />
taken by the Black Country PCT Cluster Board at its meeting on 31 st <strong>January</strong> <strong>2012</strong>. This will<br />
be based upon the case for change presented in this report. In making this decision the Black<br />
Country PCT Cluster Board will seek agreement to the consultation from our Trust Board<br />
through the case for change outlined in this paper. Agreement to proceed to formal public<br />
consultation will also be sought from the SHA.<br />
Recommendations<br />
The Board is recommended to:<br />
AGREE the clinical case for change of our acute stroke and TIA services and<br />
in particular the need to consolidate acute services in order to deliver improved<br />
patient outcomes and experience.<br />
NOTE the engagement to date including the process for short listing options.<br />
NOTE the proposed short listed options and AGREE that the activity, capacity<br />
and financial analysis to date does not exclude any of the short listed options<br />
at this stage.<br />
AGREE that a formal public consultation of the short listed options is<br />
undertaken.<br />
AGREE the consultation document (Appendix 3).<br />
AGREE the decision making process to identify an approved preferred option.<br />
