2.6 Leadership for Innovation and Developing our People<br />
A. The NHS Operating Framework <strong>2012</strong>/13 asks the NHS to prioritise the<br />
adoption and spread of innovation. It sets out that commissioners and<br />
providers should have due regard to this report when developing local<br />
CQUIN schemes<br />
B. CCGs will be under a duty to seek out and adopt best practice and promote<br />
innovation<br />
C. The NHS Commissioning board will ensure innovation is ‘hard-wired’ into<br />
educational curricula, training and competency frameworks at every level<br />
D. A joint industry and NHS training and education programme will developed<br />
for senior managers<br />
E. A NHS innovation fellowship scheme will be established.<br />
3.0 Implementation and High Impact Innovations<br />
As part of the implementation of the reforms outlined in the DH report, it is<br />
proposed that a number of ‘High Impact Innovations’ are established in order to<br />
ensure commitment and adherence to the proposals are embedded by local NHS<br />
organisations. These will include:<br />
A. The intention to rapidly accelerate the use of assistive technologies in the<br />
NHS, aiming to improve at least 3 million lives over the next five years<br />
B. A national drive will be launched to achieve full implementation of<br />
Osophageal Doppler Monitoring (ODM) or similar fluid management<br />
monitoring technology into practice across the NHS<br />
C. The ‘child in a chair in a day’ programme will launched to transform the<br />
delivery of wheelchair services throughout the NHS<br />
D. NHS organisations will be required to explore opportunities to increase<br />
national and international healthcare activity and a summit will be hosted<br />
with UK trade and investment in <strong>2012</strong><br />
E. NHS organisations will required to work towards reducing inappropriate<br />
face-to-face contacts and to switch to higher quality, more convenient,<br />
lower cost alternatives<br />
F. Services commissioned and delivered for supporting people with dementia<br />
will need to be in line with NICE guidance<br />
G. From April 2013, compliance with the high impact innovations will become a<br />
pre-qualification requirement for CQUIN<br />
