Mr Sharon presented the refreshed version of the Integrated Business Plan,<br />

highlighting that the main changes were confined to Chapters 5, 6, 7 and 8.<br />

In respect of Chapter 5, the Board was advised that an amplified level of detail<br />

had been included around the strategic drivers to the Trust and that the<br />

reconfiguration section of the chapter had also been updated.<br />

Regarding Chapter 6, it was highlighted that the section concerning Cost<br />

Improvement needed to be developed further.<br />

In Chapter 7, the Board was informed that escalation process for risks had been<br />

strengthened and the involvement of the Board in handling risks had been given<br />

greater clarity. It was highlighted that the profile of the Assurance Framework<br />

needed to be raised as part of this process. The Board was asked to note that the<br />

downside scenario had been added, in line with the discussions held at the<br />

previous meeting of the FT Programme Board, with the mitigations having arisen<br />

from a specific workshop held recently.<br />

In Chapter 8, the draft Organisation Development strategy was reported to be<br />

due for presentation to the Trust Board at its meeting in <strong>January</strong> <strong>2012</strong>. The Board<br />

noted the work that had been undertaken to provide further detail on the drivers<br />

of the workforce reduction, accepting that the most significant driver of future<br />

workforce reduction was national efficiency requirements, with additional drivers<br />

being the need to create financial headroom for the unitary payment and the<br />

reduction of activity as a result of implementing the Trust’s strategy. Mr Seager<br />

asked whether the effect of the workforce changes on the wider health economy<br />

needed to be built into the narrative. It was pointed out that the proposed<br />

workforce transfers were identified in the chapter<br />

Mrs Kinghorn presented an update on the Governance Rationale, which she<br />

advised had incorporated the points of clarity requested at the meeting in<br />

October 2011.<br />

The Board was advised that it had been determined that temporary employees<br />

would have the same rights as permanent members of staff after 12 months<br />

continuous employment with the Trust and therefore would need to be<br />
