work (see below) will help to achieve this.<br />
In terms of previous projects established through specific exemplars and individual re-design initiatives<br />
performance in terms of activity is now captured within the above summaries.<br />
CARE PATHWAY AND SPECIALITY REVIEWS<br />
The programme of Care Pathway Reviews is currently on hold, awaiting a wider review with the new<br />
GP Clinical Commissioning Groups (GP CCGs).<br />
The RCRH Programme have undertaken further discussions with GP CCGs in order to develop an<br />
implementation mechanism to move reviewed pathways forward to full adoption from a commissioning<br />
perspective. In addition, meetings continue with GP CCG lead Managers in order to agree a<br />
process to activate and commission the service redesign requirements identified within the Care<br />
Pathway Reviews.<br />
Many of the published care pathways will have the impact of reducing activity to our acute services but<br />
are likely to increase activity in our diagnostic and community services. The financial impact on our<br />
acute services, for this year, of the revised care pathways with associated loss of activity and income is<br />
captured within the re-commissioning work.<br />
TRANSFER OF ACTIVITY (RE-COMMISSIONING)<br />
There have been ongoing discussions across the local health economy regarding implementation of<br />
the LDP agreement to transfer a range of services, activity and related income from secondary care to<br />
community and primary care during 2011/12 in line with the RCRH Programme. The Trust and GP<br />
commissioners have identified a number of specific schemes which have now been agreed and for<br />
which implementation plans are now being developed. These schemes are collectively known as the<br />
Re-commissioning Programme.<br />
The LDP agreement set a target of re-commissioning activity worth £16.2million and to date the Trust<br />
and PCTs have identified schemes that will result in the transfer of activity worth £13.8million over a full<br />
year. Work continues within the Trust and GP Clinical Commissioning Groups to identify the impact of a<br />
range of additional schemes although most of these will have an impact in <strong>2012</strong>/13. For the period April<br />
– November 2011 there has been a transfer of activity worth £1.7 million which is a slight improvement<br />
since the last report but remains below the year to date target. A number of the schemes commenced<br />
in the Autumn and so a further improvement in performance is expected over the next few months.<br />
The RCRH Programme recognises the need to develop a coherent programme of communications<br />
about this programme with clinical staff within the individual organisations and engagement with<br />
patients and the public in relation to many of these planned changes.<br />
ENGAGEMENT WITH JOINT HEALTH SCRUTINY COMMITTEE<br />
Representatives from the RCRH Programme attended a Joint <strong>Birmingham</strong>/<strong>Sandwell</strong> Health Scrutiny<br />
Committee meeting on the 13th December 2011, to provide an update on Clinical Service redesign,<br />
community-based developments and progress with the new hospital. All of which was very well<br />
received.<br />
Committee members expressed concern at the level of engagement of the respective Local Authorities<br />
in the RCRH Programme Governance structure, and senior officers from the respective organisations<br />
gave a commitment to address.<br />
