IMPLEMENTATION OF OFFICIAL LANGUAGE POLICY IN GOVT. OFFICES/PUBLIC<br />

SECTOR UNDERTAKINGS/AUTONOMOUS BODIES/REGISTERED SOCIETIES/<br />

RAJYA SABHA/LOK SABHA SECRETARIAT<br />

Subject :— Implementation of Official Language Policy in Central Government Offices, etc.<br />

A review of the orders/instructions issued from time to time regarding implementation of the Official Language Policy of<br />

the Central Government reveals that the various instructions and provisions contained in the Annual Programme are not being<br />

complied with properly in some of the Ministries/Departments, Undertakings and Attached and Subordinate Offices etc.<br />

2. The position of Hindi typists stipulated vide Department of Official Language O.M. No. 14012/14/87-O.L. (C)<br />

should have been achieved by 31st March, 1989. But this target is yet to be achieved in some offices. This should be done<br />

without delay.<br />

3. The proportion of stenographers knowing Hindi stenography in the offices located in various regions, stipulated<br />

vide Department of Official Language O.M. No. 14012/7/87-O.L. (C), dated 20.8.1987, is required to be achieved by 31st<br />

March, 1990. The progress made in regard to compliance of this order nee<strong>ds</strong> to be monitored.<br />

4. The need for purchase of equipments with facility for working in Hindi as well has been emphas<strong>iz</strong>ed for<br />

implementation of the Official Language Policy. However, equipments like computers, teleprinters etc., being purchased in<br />

some offices have the facility for working only in English language and no action is being taken to make the existing<br />

equipments capable of working in Hindi as well. This position nee<strong>ds</strong> to be improved.<br />

5. As minimum Hindi posts have not been created in some offices, these offices are confronted with difficulty in<br />

compliance of the provisions contained in the Official Language Act, Parliamentary Resolutions and Rules etc. These posts<br />

should be created without delay so that appointments may be made on these posts.<br />

6. The Government's policy regarding spread and propagation of Official Language is to promote the use of Hindi in<br />

official work through incentives and persuasion. At the same time, compliance of rules and orders should be strictly<br />

adhered to. Here, it may be mentioned that under rule 12 of the Official Language Rules, 1976, it is the responsibility of the<br />

administrative head of every Central Government Office to ensure proper compliance of the directions issued under the<br />

Official Language Act and the Official Language Rules. If an employee or officer deliberately neglects the provisions<br />

relating to the Official Language, action may be taken on the basis of contravention of the relevant rules and orders.<br />

According to article 343(1) of the Constitution, Hindi is the Official Language of the Union. In order to promote its<br />

progressive use in Ministries/Departments/Offices/Undertakings of Central Government, various provisions have been<br />

made in the Official Languages Act, 1963 and the Official Languages Rules, 1976 made thereunder.<br />

2. Clarifications have been sought from the Department of Official Language time and again as to whether the Official<br />

Language Policy is applicable to autonomous bodies or not. The Department of Official Language, after careful consideration<br />

in the matter, has decided that it would be the responsibility of the Government machinery to ascertain that the autonomous<br />

bodies which have been set up at the intiative of the Government are responsive to all policies including the Official<br />

Language Policy of the Government. Hence, the Government machinery ought to ensure that official language policy of the<br />

Government is not ignored and the language policy of the autonomous bodies is in consonance with it.<br />

3. All Ministries/Departments of Central Government are requested to ensure compliance according to para 2<br />

above.<br />
