ENHANCED POWERS DELEGATED TO THE MINISTRIES/<br />
DEPARTMENTS OF THE GOVERNMENT OF INDIA<br />

4. Creation of posts for plan projects provided Secretaries of the administrative Ministries may exercise powers in<br />
under the Schemes. respect of category B, C and D posts, provided the expenditure on<br />
establishment is within 10% of the project cost and the posts to be<br />
created are in conformity with the prescribed norms. If norms do not<br />
exist, norms study should be carried out before the posts are<br />
sanctioned. For creation of Group 'A' posts approval of Finance<br />
Minister is required.<br />
5. Reapropriation of fun<strong>ds</strong> from one plan Head Full powers to the Administrative Ministries except in cases involving<br />
to antoher foreign exchange and provided that:<br />
(i) commitments are not made beyond the allocations for the schemes<br />
during the Plan period; and<br />
(ii) no reappropriation from Capital to Revenue and vice-versa is<br />
made. (The Government has no powers in this regard).<br />
6. Sanction of Plan schemes costing upto Rs. 20 The Administrative Ministries may exercise powers upto Rs. 20<br />
crores. croers but after following usual EFC procedure and obtaining the<br />
comments of Planning Commission and other appraising agencies.<br />
7. Sanction of non-Plan schemes Secretaries of the Administrative Ministries upto Rs. 5 crores.<br />
8. Proposals for sanction of posts to implement Power may be exercised by the Secretaries of the Admiistrative<br />
Official Language Policy Ministries in consultation with their Financial Advisers in accordance<br />
with the guidelines that are framed and issued in this regard by the<br />
Department of Official Language in consultation with Ministry of<br />
Finance.<br />
9. Additional provision for travelling expenses Secretaries of the Administrative Ministries-upto 10% of the existing<br />
provision, provided the fun<strong>ds</strong> can be found by reappropriation.<br />
10. Purchase or contracts negotiated on single Ministries/Departments in consultation with their Financial Advisers<br />
tender basis or items of proprietory nature upto Rs. 60 la<strong>kh</strong>s and 40 la<strong>kh</strong>s respectively.<br />
11. Wage revision of employees/workers of public Full powers to Ministries/Departments in consultation with their<br />
section undertakings.<br />

Financial Adviser provided the proposals conform to the allocations,<br />
guidelines and ceilings laid down by the Cabinet Committees.<br />
Subject:— Creation of Hindi Posts for Inspection & Monitoring, expressing views in Official Language Hindi by the<br />
invitees in Meetings, Conferences, Seminars and Translation of Codes/Manuals & other procedural literature.<br />
I am directed to say on the above mentioned subject that the Committee of Parliament on Official Language has also<br />
made following recommendations besides other recommendations in their Report [Volume-3]<br />
Item No. 1: Inspection & Monitoring<br />
The Committee has recommended that it is necessary to strengthen the Inspection and Monitoring system for the<br />
effetive implementation of Official Language Policy. For this purpose arrangement for separate staff should be made for<br />
translation work, Inspection & Monitoring.<br />
2. This recommendation of Committee of Parliament on Official Language has been accepted and in this connection<br />
the decision of Govt. has already been issued vide this Deptt's. Resolution No. 12019/10/91-O.L. [L] dated 28.1.1992.<br />
3. In this connection, the attention of all Ministries/Departments is invited to this Department's O.M. No. 13035/3/88-<br />
O.L.[C] dated 5.4.1989 wherein all Ministries/Departments of Central Government were requested to create posts for the<br />
effective implementation of Official Language Policy in their Ministries/Deptts. and Attached/Subordinate offices, as per<br />
the guidelines laid in the said Office Memorandum.
