(xiv) Position regarding bilingual website and the information provided on the website.<br />

2. In order to get useful suggestions from the members of the committee, the members should be informed about these<br />

items so that they may discuss these issue and make their suggestions. A copy of this letter may be sent to all members of<br />

the advisory committees for information.<br />

Subject:— Guidelines for the selection of Non-Official Members in Hindi Salahkar Samitis.<br />

In Hindi Salahkar Samitis of the various Ministries/Deparments, four scholars of Hindi and Official Language are<br />

nominated as Non- Official Members by the respective Ministries/Deptts. In the guidelines for constitution/ re-constitution<br />

of Hindi Salahkar Samitis issued vide O.M. No. 11/20015/9/97-O.L.(P-2) dt. 30.04.1997, it had been clearly stated that the<br />

following conditions should be borne in mind while nominating such Non-Official Members:—<br />

(i) The proposed Non-Official Member must have sound and adequate knowledge of functions and relevant<br />

field of activities of the Ministry/Deptt. concerned.<br />

(ii) In addition to this, the nominated member must sincerely be associated with the writing or\spread propagation<br />

or publication in Hindi and implementation of the Official Laguage Policy.<br />

2. It has been noticed that some persons are nominated as Non-Official Members of several Samitis of various<br />

Ministries/ Departments at a time, and due to this very reason it is not possible for them to do justice with their duties. With<br />

the result, many other eminent scholars, whose services may be beneficial for Salahkar Samitis of Ministries/Deptts., are not<br />

in a position to contribute, since they are not nominated as Non- Official members. It has, therefore, been decided to inculde<br />

the following conditions to the ones already issued:—<br />

(i) No one should be nominated as the Non- Official Member of more than two Hindi Salahkar Samitis at a time<br />

(In order to ensure this each Ministry/Deptt. Should confirm, before nominating Non-Official Members,<br />

from such persons as to whether they are already members of Hindi Salahkar Samiti of any Ministry/ Deptt.<br />

or not ; and if so, the name of the respective Ministry/Deptt. and the date from which they are nominated as<br />

members).<br />

(ii) The Non-Official member should have a good reputation in the society and should be able to give useful and<br />

practical suggestions in a selfless manner for the spread and propagation of the Official Language Hindi.<br />

(iii) The four Non-Official Members to be nominated by the Ministries/Deptts. should not be from among the<br />

members of Lok Sabha/Rajya Sabha and Legislative Assemblies/ Legislative Councils.<br />

(iv) The members to be nominated by the Deptt. of Official Laguage shall generally be from those States which<br />

do not have adequate respresentation in the Samiti.<br />

3. All the Ministries/Deptts. are requested to keep the above points in mind while constituting/ re-constituting their<br />

Hindi Salahkar Samiti.<br />

Subject:—Suggestion/Clarification regarding Official Language.<br />

The undersigned is directed to say that proposals/suggestions regarding official language policy are received from<br />

attached/subordinate offices/undertaking and other organisations from time to time and clarification and explanation is also<br />

sought about instructions issued by this Department. The matter has been considered in detail in this Department and it has<br />

been decided that in future suggestions etc. of different offices may be examined at the level of the concerned Ministries/<br />

Departments and only, thereafter, that may be sent to the Department of Official Language for examination/clarification.<br />

2. It should be clearly mentioned in the reference that the matter has been examined at the level of joint Secretary,<br />

incharge, Official Language.
