3. Thereafter, the instructions, contained in Office Memorandum dated 10 May, 1988 were reiterated vide O.M. No.<br />
20034/5/88 (R&D)-Unit dated 21.12.88 and details of the research papers presented or to be presented in Hindi in<br />
scientific and technical seminars and conferences etc., were sought in a prescribed proforma. On the basis of information<br />
received, the attention of concerned departments was also invited towar<strong>ds</strong> the provisions contained in O.M. dated<br />
10 May, 1988.<br />
4. This has been observed that some of the Technical Departments/Research Laboratories/Laboratories etc. where<br />
scientific & technical seminars/conferences are being organ<strong>iz</strong>ed, have not taken steps as desired to encourage preparation<br />
of research papers in Hindi. In this connection, it may be mentioned that it is absolutely necessary to ensure meticulous<br />
compliance with all the provisions contained in this Department's O.M. dated 10 May, 1988 to popular<strong>iz</strong>e science &<br />
technology and to make the access of common people to recent techniques. It would also be necessary to identify such<br />
scientists, engineers & technicians who should prepare their research papers in Hindi, read them in various seminars &<br />
conferences and participate in discussions. It is requested that efforts should be made also to make the maximum and<br />
latest information available to the public through Hindi medium so that benefits of progress in various fiel<strong>ds</strong> and day-today<br />
new researches could be made accessible to the public. Arrangements should be made to apprise this Department of<br />
the measures taken in this respect from time to time.<br />
The receipt of this Office Memorandum may kindly be acknowledged and action taken in this regard may be intimated.<br />

Subject:—Organising Hindi Workshops/Seminars/Conferences and All India Official Language Conferences—Follow<br />
up action on the recommendations of the Committee of Parliament on Official Language.<br />
The Committee of Parliament on Official Languages, constituted in pursuance of section 4 of Official Languages<br />
Act, 1963 have made the following recommendations in their Report (Volume-IV) on the subject mentioned above:—<br />
Recommendation No. 2 (a): Seminars, Conferences, Workshops etc. may be organ<strong>iz</strong>ed from time to time for bringing<br />
out a change in the attitude of the officers/employees and for imparting them comprehensive knowledge regarding the<br />
Official Language policy.<br />
Recommendation No. 2(c): Each Ministry/Department may organ<strong>iz</strong>e All India Official Language Conference once<br />
in a year.<br />
2. As per the Resolution No. 12019/10/91-O.L. (Int.), dated 28.1.1992, issued by the Department of Official Language,<br />
the recommendations of the Committee have been accepted. According to para 1 of the Official Language Resolution as<br />
adopted by both the Houses of Parliament in 1967, the Central Government was entrusted with the responsibility to<br />
prepare and implement a more intensive and comprehensive programme every year for accelerating the progressive use<br />
of Hindi for official purposes of the Union as well as its propagation and development. In compliance with the Resolution,<br />
an Annual Programme is prepared by the Department of Official Language and is made available to all Central Ministries/<br />
Departments etc. Targets relating to the work to be done in Hindi by the Central Ministries/Departments/Offices/<br />
Undertakings/Corporations/Banks/Institutions etc. during the year are fixed in this Annual Programme. In order to<br />
ensure successful implementation of Official Language policy, it is essential to create an awareness amongst the Officers<br />
and employees and conditioning their mental make-up in the positive direction towar<strong>ds</strong> Official Language, so that they<br />
may do more and more official work in Hindi and make a headway ardently in the direction of achieving targets fixed in<br />
the Annual Programme. Keeping this objective in view, it is obligatory to organise seminars, conferences, workshops for<br />
bringing out a change in the attitude and a qualitative change in the mental make-up of the officers/employees for<br />
imparting them comprehensive knowledge regarding Official Language.<br />
3. Although the ban orders imposed by the Ministry of Finance on organising conferences/seminars etc., have not<br />
been removed so far, however, some of the Ministries/Departments are still organising such conferences etc., in view of<br />
their importance. Therefore, the Ministries/Departments/Offices are requested to organise All India Official Language<br />
Conference once in a year.<br />
4. In this context, it is once again requested that all the Ministries/Departments/Offices/Undertakings/Corporations/<br />
Banks/Institutions of the Government of India should comply with the decisions taken on the recommendations of the<br />
Committee. They are also requested to issue instructions to all attached and subordinate offices/undertakings/banks/<br />
institutions for compliance in this regard and a copy of the same may please be endorsed to this Department for<br />
information.
