Subject:— Fixation of proportion for purchase of Devanagari typewriters for progressive use of Official Language Hindi.<br />
The following targets regarding purchase of Devanagari typewriters in Central Government Offices were fixed vide<br />
Department of Official Language, Ministry of Home Affairs O.M.No 1/13011/1/75 -O.L (A-1) dated 22nd November, 1976:<br />
(a) At least one Hindi typewriter should be purchased in the offices where there are no Hindi typewriters.<br />
(b) For offices of the Central Government located in region "A" which already have a Devanagari typewriter, at<br />
least 50 percent of the total typewriters purchased during a year should be Devanagari typewriters.<br />
(c) For offices of the Central Government located in region "B" which already have a Hindi typewriter, at least<br />
25 percent of the total typewriters purchased during a year should be Devanagari typewriters.<br />
(d) For offices of the Central Government located in region "C" which already have a Hindi typewriter, at least<br />
10 percent of the total typewriters purchased during a year should be Hindi typewriters.<br />
2. These targets regarding purchase of Hindi typewriters have been reiterated every year in the Annual Programmes<br />
since 1976-77.<br />
3. The figures received regarding the availability of Hindi typewriters reveal that still the number of Devanagari<br />
typewriters in many of the Ministries/Departments is much less. It has generally been observed during inspection of<br />
attached and subordinate offices that the number of Devanagari typewriters in these offices, too, is quite below the<br />
prescribed proportion. This poses difficulty in carrying out official work in Hindi in the proportion prescribed in accordance<br />
with the policy of the Government.<br />
4. The issue was taken up for discussion at the meeting of the Central Official Language Implementation Committee<br />
held on 27.7.1989 and some recommendations were made in this regard. After considering these recommendations, the<br />
following decisions have been taken in partial modification of the directions regarding purchase of Devanagari typewriters<br />
as stated in para-1 above:<br />
(a) Of the total number of typewriters avilable in the Headquarters of the Ministries/Departments located in<br />
region 'A', at least 30% should be Devanagari typewriters.<br />
(b) This proportion should be 60% in the offices other than Headquarters of the Ministries/Departments<br />
located in region ‘A’.<br />
(c) Out of the total number of typewriters available in the Ministries/Departments and other offices located in<br />
region 'B', at least 30% should be Devanagari typewriters.<br />
(d) Out of the total number of typewriters available in the Ministries/Departments and other offices located in<br />
region 'C', at least 12% should be Devanagari typewriters.<br />
5. It has also been decided that only Devanagari typewriters should be purchased in such Ministries/Departments/<br />
Offices etc. until the proportion of Devanagari typewriters in these Ministries/Departments/Offices etc. coincides with the<br />
proportion mentioned in para 4 and no Roman typewriter should be purchased till then. If an existing Roman typewriter<br />
becomes useless, only a Devanagari typewriter may be purchased in its place.<br />
6. If, in an office, the need for Devanagari typewriters more than the proportion mentioned in Para 4 is felt, typewriters<br />
more than this prescribed proportion may be purchased.<br />
7. It shall be the responsibility of the officer making order for purchase of typewriters to ensure that only Devanagari<br />
typewriters are purchased until Devanagari typewriters in the above mentioned proportion become available.<br />
8. These directions shall also apply to the Undertakings/Banks owned or controlled by the Central Government.<br />
9. All Ministries/Departments etc. of the Central Government are requested to bring the above directions to the notice<br />
of their attached and subordinate offices and the companies/undertakings/national<strong>iz</strong>ed banks etc. owned or controlled by<br />
the Central Government.<br />
10.The purhcase of bilingual typewriters should not be included in the calculation of the points mentioned above.<br />
11.Action taken in this regard may be intimated also to this department.
