In continuation of the above instructions, it has now been decided that in the local meetings of Town Official<br />
Language Implementation Committees, apart from the officers of Regional Implementation Offices, the officers of Hindi<br />
Teaching Scheme, Central Hindi Training Institute and Central Translation Bureau shall also participate as members.<br />
Therefore, the Chairmen of all Town Official Language Implementation Committees are requested to invite the officers of<br />
Central Translation Bureau/Regional Sub-Centres of Central Hindi Training Institute as members in the half-yearly meetings<br />
of the Committee.<br />

Subject:— Provision of telephone facility for the member secretaries of Town Official Language Implementation Committees.<br />
The Town Official Language Implemenation Committees are constituted to encourage and promote the progressive<br />
use of Hindi in the offices, undertakings and banks of central government throughout the country. At present 165 such<br />
committees are functioning in different cities over the country.<br />
These committees are headed by one of the senior most officer of central goverment in the town while the member<br />
secretaries of committees are often senior Hindi officers/Hindi officers and the officers concerned with the official language.<br />
It has been brought to the notice of the Department of Official Language, Ministry of Home Affairs that the member<br />
secretaries are often deprived of the telephone facilities. There is a tremendous increase in the work load of a Hindi Officer<br />
acting as Member-Secretary, because he had to be in constant touch with the different offices situated in the town, Regional<br />
Implementation Offices of the Department of Official Language and the Department of Official Language (Headquarter)<br />
New Delhi, regarding the organ<strong>iz</strong>ing of meetings of committees. Therefore, it is imperative that they should be provided<br />
direct dialing facility and if feasible, telephone facility should be provided at their residences also.<br />
In this conection, the reference of office memoradum No.19/10/84-O.L.dated 21.11.1994, is brought to the notice of the<br />
Ministries/Departments in which a request was made to provide telephone facility to senior Hindi officers/Hindi officers.<br />
It is again requested that the Ministries/Departments should send a kind thought on providing the telephone facility<br />
to the member-secretaries/senior Hindi officers/Hindi officers of the Town Official Language Implementation Committees.<br />
It is also requested that the directives of this office memorandum may be brought to the notice of the all Attached/<br />
Subordinate offices/Undertakings/Banks etc.<br />

Subject:— Standard noting regarding constitution, activities and procedure etc. of Town Official Language Implementation<br />
Committees.<br />
Town Official Language Implementation Committees have been constituted in various towns throughout the country<br />
for ensuring progress of implementation of the Official language. At present, 165 Town Official Language Implementation<br />
Committees are working in the country. Department of Official Language has issued directives from time to time regarding<br />
responsibilities of the Chairpersons/Member-Secretaries in order to speed up the activities of these committees.<br />
2. A standard noting is enclosed for the update information and convenience of the Chairpersons/Member-Secretaries<br />
of Town Official Language Implementation Committees. This will prove to be useful in the management of the activities of<br />
the committee.<br />
3. Detailed guidelines regarding Town Official Language Committees are given on pages 15—17 of the Manual for use<br />
of Official Language Hindi (Second edition).<br />

Activities, procedures and basic objectives of Town Official Language Implementation Committees<br />
Constitution: According to Department of Official Language O.M. No. 1/14011/12/76 O.L. (d&1), dated 22.11.1976,<br />
Town Official Language Implementation Committees can be constituted in all such towns of the country where the<br />
number of the Central Govt. offices is 10 or more. The committees are constituted with the sanction of Secretary (OL),<br />
Govt.of India on the basis of proposals received from the Regional Implementation Offices of the Department of Official<br />
Language.
