INCENTIVES SCHEMES<br />
O.M. No. 13034/49/90 OL(C), dated 25.7.1994<br />
Subject:— Grant of Hindi Incentive Allowance to stenographers and typists for doing official work in Hindi in addition to<br />
English.<br />
A scheme of granting Hindi Incentive Allowance to stenographers/typists for doing official work in Hindi in addition<br />
to English was implemented from 15 August, 1983 by the Department of Official Language vide this Department's O.M. No.<br />
14012/55/76-OL(C) dated the 12th August, 1983. Under this scheme, a special incentive allowance of Rs. 30/- and Rs. 20/respectively<br />
had been allowed to English stenographers and typists for doing prescribed quantum (typing on an average<br />
of 5 notes/drafts/letters in a day or about 300 notes/drafts/letters in a quarter) of Official work in Hindi also. After reconsidering<br />
this scheme, according to this Department's O.M. No. 13034/31/85-OL(C) dated the 16th August, 1987, the amount of the<br />
said incentive allowance to stenographers/typists has been increased to Rs. 60/- to stenographers and Rs. 40/- to typists<br />
respectively.<br />
2. The recommendations made in the report (Vol. 2) of Committee of Parliament on Official Language and the suggestions<br />
received from Ministries/Departments of Central Government to grant the said incentive allowance to the employees<br />
working in Hindi in addition to English on Computers and Teleprinters has been examined in the Department of Official<br />
Language. In this connection, it has been decided in consultation with Department of Expenditure that the Typists/<br />
Stenographers would also be entitled to the allowance for doing prescribed quantum of official work on typewriters/<br />
computers in Hindi in addition to English.<br />
3. This issues with the concurrence of the Department of Expenditure vide their U.O. No. 7(33)-E.II/94 dated the<br />
31st May, 1994.<br />
O.M. No. 13017/4/90-OL(C) (Part), dated 28.7.1998<br />
Subject:— Grant of Hindi Incentive Allowance to stenographers and typists for doing official work in Hindi in addition to<br />
English.<br />
A scheme of granting Hindi Incentive Allowance to stenographers/typists for doing official work in Hindi in addition<br />

2. The amount of the incentive allowance has been increased to Rs. 120/- and Rs. 80/- p.m. for stenographers and<br />
typists respectively since 1st August, 1997. The condition for grant of the incentive allowance laid down in O.M. No. 14012/<br />
55/76-OL(C), dt. 12.8.1983 will remain the same.<br />
3. This issues with the concurrence of the Deptt. of Expenditure vide their U.O. No. Hindi-18/Estt. III(A)/98,<br />
dt. 16.7.98.<br />
O.M. No. II/12013/1/89-O.L. (A-2), dated 6.3.1989<br />
Subject:— Incentive to officers for giving dictation in Hindi—guidelines regarding<br />
With a view to encouraging officers to give more and more dictation in Hindi Ministries/Departments were advised<br />
vide this Department O.M. No. II/20015/62/88- O.L. (A-2) dated the 27th Sept., 1988 to choose one of their officers every<br />
year for grant of an award who may have given maximum dictation in Hindi during the year. It was also suggested that, if<br />
possible, there should be separate awar<strong>ds</strong> for Hindi-speaking and non-Hindi speaking officers. Some Ministries/Departments<br />
have requested that they be further guided for actually introducing such a scheme. Some guidelines are, therefore, being<br />
given below on the basis of which Ministries/Departments may introduce such a scheme:—<br />
(1) All officers who have been provided stenographic assistance or who generally give dictation may participate<br />
in the scheme.<br />
