COMMITTEES RELATING TO OFFICIAL LANGUAGE<br />
HINDI ADVISORY COMMITTEES, TOLIC'S OLIC. ETC.<br />
O.M.No. II/12013/3/90-OL (A-2), dated 16.5.1990<br />
Subject:— Furnishing of information regarding use of Hindi in Ministries/Departments and their Attached/Subordinate<br />
Offices/Undertakings in agenda for meetings of Hindi Salahkar Samitis.<br />
The undersigned is directed to refer to this Department's O.M. of even No. dated the 5th February, 1990 and to say<br />
that the same may please be treated as cancelled.<br />
2. The proforma prescribed for furnishing information regarding use of Hindi in the agenda of the meeting of the Hindi<br />
Salahkar Samitis have been circulated vide this Department's O.M. No. II/20003/2/87-OL(B-1) dated the 26th April, 1988/<br />
6th June, 1988 . However , the proforma circulated vide O.M. dated 26.4.88 has since been slightly amended vide O.M.<br />
20014/1/89-OL(B-2), dt. 16.1.90.<br />
3. All Ministries/Deptts. are accordingly requested to furnish information about the use of Hindi in their Hindi<br />
Salahkar Samiti meetings to be held in future in the proforma as stated above. About the use of Hindi in Ministries/<br />
Departments, the informaion may please be furnished in the proforma circulated with O.M. of dated 16.1.90 instead of O.M.<br />
dt. 26.4.88, as stated above, and in Attached Subordinate offices/undertakings in the proforma attached with the O.M. dated<br />
26.4.88/6.6.88, as has also been intimated vide this Deptt's O.M. No. II/21034/3/86-OL(A-2), dated 4/12.7.1988.<br />
O.M. No. II/20015/64/89-OL (A-2), dated 11.1.1990<br />
Subject:— Constitution of Hindi Advisory Committees and holding of their meetings—regarding.<br />
Hindi Advisory Committees have been set up in various Ministries/Departments to advise on proper implementation<br />
of Official Language Policy of the Government of India. These Committees are chaired by the concerned Ministers and<br />
these are constituted in accordance with the guidelines formulated on the recommendations of the Central Hindi Committee<br />
(which is chaired by the Prime Minister ). All Ministries/Departments have been advised vide this Department O.M. No. II/<br />
20015/45/87-OL(A-2), dated the 11/15th March, 1988 on various aspects of Hindi Advisory Committees, their functions<br />
and the number of non-official member and mode of their nomination. Clarifications in regard to nomination of non-official<br />
members of Hindi Advisory Committees were issued vide this Department O.M. of even number dated the 4th May, 1989<br />
addressed to all Ministries/Departments, a copy of which is enclosed for ready reference.<br />
2. As the Ministries/Departments are aware, 9th Lok Sabha has since been constituted . Consequently, it is necessary<br />
that two new Lok Sabha members should be nominated on the respective Hindi Advisory Committees. In addition, in the<br />
Ministry/Department where the term of the Hindi Advisory Committees has expired or where the Ministry/Department<br />
desires to re-constitute their Hindi Advisory Committees, they may forward their proposals for such re-constitution to the<br />
Department of Official Language for formal approval. They are also requested to consult the Department of Official<br />
Language on constitution of their Hindi Advisory Committees, but such consultation should take place before obtaining<br />
the orders of their Minister.<br />
3. As Ministries/Departments are aware, minimum 4 meetings of Hindi Advisory Committees are required to be held in<br />
a year, i.e., one meetings should be held every quarter. It is, therefore, necessary that constitution/re-constitution of these<br />
Committees should be done at the earliest.<br />
