DINNEENCOUNTY MANAGEROctober 1, <strong>2010</strong><strong>County</strong> ManagerHonorable Members of the <strong>County</strong> Council:In compliance with provisions of the <strong>County</strong> Charter and State of Florida Statutes, I ampleased to submit the adopted budget for Fiscal Year <strong>2010</strong>-<strong>11</strong>. The operating budgetis $594,792,049, a reduction of $19.4 million from <strong>FY</strong> 2009-10.We recognized quite early that the <strong>FY</strong> <strong>2010</strong>-<strong>11</strong> would be another difficult budget year.We began the development of this budget on October 15, 2009, with a 3-year forecastof our major funds. We discussed long-term financial planning, the resources that willbe sustainable into the future and conducted mini- budget workshop meetings everytwo weeks to review department operations, set policy and seek direction.<strong>Volusia</strong> <strong>County</strong> has been making adjustments to account for reduced revenues for thelast four years. Due to the reduction in the taxable values, the <strong>FY</strong> <strong>2010</strong>-<strong>11</strong> budgetreflects a decrease in total property taxes levied by $32 million, a reduction of 12%from last year. In order to help offset the mandated state increase in taxable valuesfor some homesteaded properties (due to Save our Homes), I have further reducedthe budget submittal by an additional $2,144,640 as a good faith effort to minimizethe impact.
