Number of Coastal Construction Activities reviewed 150.00 160.00 120.00HighlightsThe beach Incidental Take Permit (ITP) was renewed in 2005 for 25 years. Part of this permit renewal includes the Habitat ConservationPlan (HCP), which describes the various programs, policies, and measures proposed by the <strong>County</strong> to mitigate the take or incidentalharm or death to nesting sea turtles, hatchlings, and wintering piping plovers caused by beach driving on 35.6 miles of countymanaged beaches.The sea turtle program includes sea turtle nest monitoring and reporting, small and large scale habitat restoration projects, review ofcoastal development projects, beach lighting enforcement, conservation zone management, and coordination with Parks, Coastal,Beach Safety and others.The Environmental Management Division has changed from using special workers (temporary <strong>County</strong> employees) to contracted labor forthe HCP required rut-raking operation. In the 2009 sea turtle season, the Environmental Management Division partnered with theCoastal Division to combine rut-raking activities with beach trash removal through a contract with the Anderson Company. This createsefficiencies in the removal of trash, and transfers the program cost from personal services to contracted services. In addition, theAnderson Company provides all vehicles, fuel, maintenance, and staff oversight, saving additional county resources.<strong>Volusia</strong> <strong>County</strong> Section F - 164
