The County operates under aCouncil/Manager form of government and provides various services including public safety, economic development, transportation,health and social services, planning, zoning, environmental and other community services. The seven-member County Council isresponsible for the promulgation and adoption of policy. The Council-appointed County Manager is responsible for the execution ofpolicy. The County Council identifies the long-range goals and issues and works with County staff to identify ways to address theseissues. The Council continues to work on: 1) Improving customer/partner relations; 2) Delivering quality services; 3) Improving theCounty's economic and financial vitality; and 4) Implementing smart growth principles.Volusia County Section F - 121
