The program provides mediation services for <strong>County</strong> civil and small claims cases as well as for "citizen disputes" (non-courtcases involving neighborhood disputes in the unincorporated areas of the <strong>County</strong> and disputes between citizens and <strong>County</strong> agenciesand boards). The program is provided by the <strong>Volusia</strong> <strong>County</strong> Mediation Services, which is responsible for the intake, scheduling andmonitoring of cases as well as the recruitment and training of the mediation staff.Article V, Revision 7, effective July 1, 2004 defined "mediation and arbitration" as an element of the State Court system, and therefore theState's responsibility to fund; however, the definition did not include the Citizens Dispute portion of the program. The <strong>County</strong> has beenfunding this portion of the program since <strong>FY</strong> 2004-05.<strong>Volusia</strong> <strong>County</strong> Section F - 210
