Minors as Special Admission Students<br />
In accordance with the California Education Code, minors in<br />
grades K-12 may be permitted to enroll in college courses under<br />
specific circumstances. They are referred to as "Special Admission"<br />
or "concurrently enrolled" K-12 students. The intent <strong>of</strong> Special<br />
Admissions is to provide minors who can benefit from advanced<br />
scholastic and vocational education the opportunity to take college<br />
level courses that are not available through their primary K-12<br />
school or other alternatives.<br />
Special Admission students are limited to a maximum <strong>of</strong> 6 units<br />
per semester including summer sessions. Permission to attend in<br />
Special Admission status is required for each semester <strong>of</strong> attendance<br />
until the student graduates from high school. Permission consists<br />
<strong>of</strong> a completed, signed "Recommendation for Special Admission"<br />
form that must be submitted to the college for every semester <strong>of</strong><br />
attendance. Other forms may be required as noted in the following<br />
sections. Special Admission students are also required to be<br />
actively enrolled in at least a minimum day at the primary school.<br />

more information and to download the forms required <strong>of</strong> all Special<br />
Admission students. Forms are also available at high schools and<br />
the <strong>College</strong> Admissions and Records Office.<br />
First Time Special Admission Students -All grades<br />
All first-time Special Admission students must complete the<br />
following steps:<br />
• apply for admission online if you are over 13 years old, in-person<br />
if you are 13 years old or younger.<br />
• meet with a counselor at the primary school to complete the<br />
"Recommendation for Special Admission" form and obtain the<br />
appropriate signatures (required for every semester <strong>of</strong> college<br />
attendance).<br />
•obtain a current transcript (high school) or grade card (grades<br />
K-8) to be used to confirm grade level and clearance <strong>of</strong> enforced<br />
prerequisites (required for every semester <strong>of</strong> college attendance).<br />
•read and sign the "Recommendation for Special Admission" and<br />
"Memorandum <strong>of</strong> Understanding" forms with a parent.<br />
•home school students must also present the current, completed<br />
Private School Affidavit. More information may be found at<br />

Special High School Admission Students<br />
Such students are actively enrolled in at least a minimum<br />
day at high school, and are requesting to take college courses<br />
concurrently. First time applicants must submit a complete Special<br />
Admission packet prior to or at the time <strong>of</strong> registration. After the<br />
first semester, students must submit the "Recommendation for<br />
Special Admission" form each term at registration. Special high<br />
school admission students register in-person on an assigned day<br />
as noted on the registration calendar in the Schedule <strong>of</strong> Classes<br />
or online at: venturacollege.edu/schedule<br />
Special K-8 Admission Students<br />
Such students are enrolled in grades K-8 and have provided<br />
the required documentation supporting that they can benefit from<br />
advanced scholastic and vocational education. First-time applicants<br />
must submit a completed Special Admissions Packet which must<br />
include a letter from their primary school principal (required) which<br />
verifies that the student is a GATE (gifted and talented) student or<br />
can otherwise benefit from advanced scholastic and vocational<br />
education; and/or test results from the <strong>Ventura</strong> <strong>College</strong> Assessment<br />
tests.<br />
Other forms <strong>of</strong> documentation may be considered. K-8 students<br />
are also required to obtain a written permission from the instructor<br />
to register in his/her course. After the first semester, students must<br />
submit the Recommendation for Special Admission form and written<br />
permission from college instructors each term at registration. Written<br />
permission consists <strong>of</strong> an "Instructor Authorization" form available<br />
at venturacollege.edu/forms. Special admission students register<br />
in-person on or after the assigned day noted on the registration<br />
calendar.<br />
Special Full-Time Admission Students<br />
As provided for in the California Education Code, a parent or<br />
guardian may petition <strong>Ventura</strong> <strong>College</strong> on behalf <strong>of</strong> a person who<br />
is under 18 years <strong>of</strong> age, not a high school graduate, no longer<br />
enrolled in a public school, and determined by the <strong>College</strong> to be able<br />
to benefit from advanced (college-level) scholastic and vocational<br />
education. Admission to <strong>Ventura</strong> <strong>College</strong> will only be considered<br />
upon determination that the parent and student have exhausted all<br />
possible alternatives <strong>of</strong>fered by the public school district in which<br />
the student would normally be enrolled, and may require that the<br />
student obtain permission from the administration <strong>of</strong> that district<br />
for a leave <strong>of</strong> absence. Students applying under this status are<br />
required to enroll in and maintain full-time status in every term they<br />
attend as Special full-time admission students. Failure to maintain<br />
full-time status may result in dismissal.<br />
The petition for this purpose is available from the Admissions<br />
Office. Students requesting admission under this status should<br />
first obtain <strong>of</strong>ficial transcripts from all high schools attended and<br />
a letter from the last high school attended to verify that they are<br />
no longer enrolled. The student must also complete the college<br />
matriculation process and see a <strong>Ventura</strong> <strong>College</strong> counselor. Once<br />
the counselor has signed the petition, students and their parents<br />
must bring the petition, <strong>of</strong>ficial transcripts and verification letter to<br />
the Registrar's Office for final approval. Additional documentation<br />
may be required to determine the ability to benefit from collegelevel<br />
coursework. Special full-time admission students register<br />
in-person during walk-in registration. No fee exemption applies<br />
for special full-time admission students.<br />
Transcripts<br />
Under the Family Educational Rights and Privacy Act, once a<br />
student is attending an institution <strong>of</strong> postsecondary education, all<br />
rights pertaining to the inspection, review and release <strong>of</strong> his/her<br />
educational records belong to the student without regard to the<br />
student’s age. Therefore, all students, regardless <strong>of</strong> age, must<br />
provide written consent for release <strong>of</strong> their transcripts. For more<br />

Fees<br />
Special high school admission students and other minors in<br />
special admission status who are enrolled in 11 or fewer units,<br />
are exempt from paying the enrollment fee. Nonresident tuition,<br />
health fee, student center fee, and materials fees (if applicable)<br />
still apply. No fee exemption applies if enrollment in more than 11<br />
units is approved.<br />
