The third and final project phase was to be the production of this area scan. The original set of subprojects covered: ▶ a street in the Wallen district that was representative in many respects of all possible activities in the area; ▶ the trafficking in women associated with window prostitution in the Wallen district; ▶ the cheaper e (1 to 3star) hotels in the area. It should be noted that two of the three subprojects were twin projects. Both the street project and the hotel project were intended initially to involve manual investigation, with the results then leading to an ict project. These two ict projects were defined as objectoriented in order to distinguish them from the subjectoriented projects that were opted for at a later stage. The coffee shop sector was initially not focused on, mainly because for many years there had been no ‘backdoor’ investigation of coffee shops. There were therefore no immediate leads for criminal investigation, and gathering intelligence on this aspect would consume enormous amounts of time and energy. On the other hand, two new projects were brought within the scope of Emergo shortly after the summer of 2008: one involved a second street in the Wallen district, and the other a series of specific Enforcement Group actions targeting specific individuals, premises and businesses in this area with some possible involvement in forms of serious organized crime. In the course of time, and particularly following consultations on project progress, the number of subprojects was increased to include: ▶ an additional project to focus on the coffee shops in the 1012 postcode area; the analysis of this part of the Amsterdam coffee shop sector was also to be linked to two earlier complementary analyses, one for cannabis cultivation and one for the ‘growshops’; and 286
▶ two subjectoriented projects focusing on key individuals and key positions in the Wallen district, in parallel with a project concerned with Amsterdambased professional criminals operating in this area. It is beyond the scope of this summary to gives details of the research method, the scale and the findings of each subproject. The opportunities that Emergo provided for gaining an understanding of the problems of serious organized crime in the centre of Amsterdam, and of the complications that arose in exploiting these opportunities are outlined below. More details then follow about the actual interventions carried out in the various subprojects, followed by an outline of the serious organized crime in the 1012 postcode area based on all the research, information and action attributable to Emergo. Project execution: the opportunities The complications in the execution of Emergo should not overshadow the unprecedented opportunities generated by the project for the participants to build cooperation. Furthermore, these complications were not necessarily detrimental: in their way they highlight the aspects in a project of this kind that deserve priority in improving the project organization and performance. They constitute the real lessons learned. First and foremost in this connection is to emphasize how crucial the exchange of information between the participating organizations was for the performance of Emergo. The direct information sharing with as few restrictions as possible is the real life blood in this kind of partnership. It not only facilitates the emergence of an early common view of the existence and nature of any problems, but is also a strategic precondition for a satisfactory, and if necessary joint, approach to these problems. It should come as no surprise that once the legal framework was clear, the Emergo participants, whether concerned with general analyses or specific cases, exchanged available information, or gathered the information required, ever more readily and directly.
