a secondary objective of these subprojects. The above only<br />

serves to emphasize <strong>Emergo</strong>’s trial­and­error and innovative<br />

nature. Executing this project did not solve all the crime­related<br />

problems in the 1012 postco<strong>de</strong> area, but it did help to <strong>de</strong>velop<br />

a practical strategy for approaching these problems more<br />

systematically and effectively than before.<br />

Nonetheless, it is also important to mention the interventions<br />

that were un<strong>de</strong>rtaken in the more action­oriented<br />

subprojects. They are significant because they already show<br />

what will be involved in applying the findings of <strong>Emergo</strong><br />

strategically in an effective policy against serious organized<br />

crime in the centre of the city.<br />

Within the framework of <strong>Emergo</strong>, to date (April 2011) six large<br />

criminal investigations have b<strong>een</strong> started in areas including<br />

money­laun<strong>de</strong>ring, the drugs tra<strong>de</strong> and human trafficking.<br />

Two of the investigations into human trafficking were completed<br />

in time for inclusion in the final report. There were also<br />

dozens of surveillance and enforcement actions, including in<br />

several streets and massage parlours in the area. Information<br />

was shared betw<strong>een</strong> the partners, not only in the investigations<br />

initiated directly from collaboration in the 1012 postco<strong>de</strong> area,<br />

but also concerning other criminal investigations where there<br />

was a relationship with the area through the suspect or the<br />

object un<strong>de</strong>r investigation. For instance, information was<br />

shared concerning an investigation into a money laun<strong>de</strong>rer<br />

(who has since b<strong>een</strong> convicted), and concerning an investigation<br />

into money laun<strong>de</strong>ring that was started un<strong>de</strong>r the auspices<br />

of <strong>Emergo</strong>, but which for strategic reasons will ultimately<br />

materialize mainly outsi<strong>de</strong> the 1012 area.<br />

These interventions clearly raise the question of what connection<br />

they have with combating serious organized crime in<br />

the 1012 postco<strong>de</strong> area. In some cases, such as trafficking in<br />

women, the link is clear. In other cases the link is less conspicuous<br />

and less direct, but no less important, such as in the<br />

action against illegal and some legal hotels, against certain coffee<br />

shops and bars, and against the massage parlours. The opportunities<br />

for serious organized crime, and for plucking the fruits<br />

of such crime, were curtailed in these ways.<br />

In this respect, it is relevant to emphasise the importance of<br />
