a secondary objective of these subprojects. The above only
serves to emphasize Emergo’s trial­and­error and innovative
nature. Executing this project did not solve all the crime­related
problems in the 1012 postcode area, but it did help to develop
a practical strategy for approaching these problems more
systematically and effectively than before.
Nonetheless, it is also important to mention the interventions
that were undertaken in the more action­oriented
subprojects. They are significant because they already show
what will be involved in applying the findings of Emergo
strategically in an effective policy against serious organized
crime in the centre of the city.
Within the framework of Emergo, to date (April 2011) six large
criminal investigations have been started in areas including
money­laundering, the drugs trade and human trafficking.
Two of the investigations into human trafficking were completed
in time for inclusion in the final report. There were also
dozens of surveillance and enforcement actions, including in
several streets and massage parlours in the area. Information
was shared between the partners, not only in the investigations
initiated directly from collaboration in the 1012 postcode area,
but also concerning other criminal investigations where there
was a relationship with the area through the suspect or the
object under investigation. For instance, information was
shared concerning an investigation into a money launderer
(who has since been convicted), and concerning an investigation
into money laundering that was started under the auspices
of Emergo, but which for strategic reasons will ultimately
materialize mainly outside the 1012 area.
These interventions clearly raise the question of what connection
they have with combating serious organized crime in
the 1012 postcode area. In some cases, such as trafficking in
women, the link is clear. In other cases the link is less conspicuous
and less direct, but no less important, such as in the
action against illegal and some legal hotels, against certain coffee
shops and bars, and against the massage parlours. The opportunities
for serious organized crime, and for plucking the fruits
of such crime, were curtailed in these ways.
