without saying that this trend was attributable not only to the
individuals concerned, but also to increasing familiarity with
the workings of each other’s agencies, their policies, their powers
and working methods, and their databases. This knowledge
helped in understanding each other’s points of view in the
definition and approach to specific problems. The participants
naturally looked ever more favourably on Emergo as it became
clearer that there is indeed strength in numbers, and that a
united stand leads to success.
A third factor that should not be overlooked is the value
added by ict technology in Emergo. Emergo provided an
opportunity to develop a methodology for the large­scale
linking of databases that initially appear incompatible. The
methodology helps parties in projects such as Emergo to gain
a more extensive and clearer picture of the data that they jointly
possess, and enables them to perform their duties better, both
jointly and separately. For instance, the ict analysis of the
hotel sector led to a substantial strengthening of the related
information position of the Tax and Customs Administration
and the local administration. A very important final point is that
the methodology developed provides substantial opportunities
for repeated and rapid updating of earlier analyses.
Project execution: the complications
Needless to say, the execution of the subprojects was not without
the inevitable complications. In addition to the problems
already described e in starting the project, the following
legal, organizational and technical complications should be
mentioned.
