em proveito de interesses individuais, produzindo, certamente, inúmeros conflitos<br />

territoriais na obstinada busca pela “qualidade de vida” nas vilas e cidades.<br />

Com o intuito de retratar um destes conflitos, o presente artigo tem por objetivo<br />

analisar um documento datado de 1797, que traz em seu teor uma representação<br />

pública intitulada “em nome do povo” destacando os interesses e conflitos na<br />

preservação da boa qualidade da água na Vila de Nossa Senhora do Rosário do<br />

Porto da Cachoeira – BA, em função da implantação de um engenho de açúcar<br />

que propiciou a discussão acerca da saúde pública e do bem-estar coletivo. Neste<br />

contexto, ocorre a disputa pelo poder, pelo território e pela água. Assim, a busca<br />

por alternativas mitigadoras, à época, pode ser considerada inovadora e até atuais<br />

em virtude da utilização de mecanismos de gestão considerados modernos,<br />

a exemplo da analise de impacto ambiental, da parceria público privada e da<br />

participação popular.<br />

On behalf of the people: a popular representation for the quality of<br />

waters in the eighteen century.<br />

Abstract<br />

In the Brazilian history, much has been said about the propelling great events of<br />

the independence and emphasized the popular participation as a guiding element<br />

of the rupture with the Portuguese Government. However the “environmental<br />

issue” derived of the exploration of the natural resources is little evident as the<br />

promoter of discontent and regional conflicts, possibly driven by the growing<br />

and indiscriminate looting of the natural heritage for the benefit of individual<br />

interests. Certainly it has produced countless territorial conflicts in the obstinate<br />

search of “the quality of life” in the villages and cities. With the purpose of depicting<br />

one of these conflicts, the present articles aims to analyze a document dated<br />

from 1797, that brings in it’s tenor a public representation entitled “on behalf of<br />

the people” emphasizing the interests and conflicts’ on the preservation of the<br />

good quality of the water in the Vila de Nossa Senhora do Rosário do Porto da<br />

Cachoeira–BA, because of the introduction of a sugar mill that resulted in the discussion<br />

about the public health and collective well being. In this context there is<br />

a dispute for power, territory and water. So, the search for mitigating alternatives,<br />

at the time can be considered innovating and even current owing to the utilization<br />

of mechanisms of management considered modern such as the analysis of<br />

the environmental impact, of the public and private partnership and the popular<br />

participation.<br />
