This paper will deal with preliminary results of SP1, “Policies and strategies for coastal risk management”.<br />

The final results of the project as a whole and of the individual subprojects will be presented at<br />

the final conference to be held 18-20 April 2005 in Kiel, Germany.<br />

COMRISK subproject 1<br />

On behalf of the Dutch National Institute for Coastal and Marine Management / RIKZ, a consortium<br />

of KPMG Strategy Economics, Atos KPMG Consulting and TU Delft has carried out SP1. The following<br />

specific objectives have been formulated for SP1:<br />

- To provide a comprehensive analytical framework as a tool to properly assess the policies and<br />

strategies.<br />

- An inventory of different levels (strategic, institutional, instrumental and operational) of coastal<br />

risk management in present national policies of the 5 countries in the North Sea region, involved<br />

in the COMRISK project.<br />

- An assessment of the present national policies in terms of legal, social, technical, financial,<br />

socio-economic, ecological and managerial aspects (including the ICZM-principles for sustainability).<br />

2 Methodology<br />

In SP1, the strategies and policies of the countries involved have been inventoried and assessed. For a<br />

proper assessment of policies and strategies, a sound methodology is needed. In the project, a methodology<br />

has been worked out in the form of an analytical framework for looking at coastal flood risk<br />

management policies.<br />

A distinction in the framework between the context and policy has been made. In the context elements<br />

are present that are important to the governments of the regions. The government has to manage<br />

within this context and cannot directly influence this. Choices are made in the elements of the policy,<br />

including the setting of goals (a strategic element).<br />
