of acting (government versus ‘self acting’ of individuals), insurance versus compensation,<br />

evacuation and crisis management.<br />

6 Recommendations<br />

The objective of COMRISK is improving coastal flood risk management through a transfer and<br />

evaluation of knowledge and methods as well as pilot studies. This subproject has provided a comprehensive<br />

analytic framework as a tool to assess policies and strategies for the five countries. The analytic<br />

framework has proven to be an adequate tool for gaining insight in the coastal risk management<br />

in the North Sea region. It is used to assess the present national policies in terms of legal, social, technical,<br />

financial, socio-economic, ecological and managerial aspects. The framework can also benefit<br />

future policy analysis.<br />

This COMRISK subproject contributed in assessing and comparing current policies and strategies. We<br />

are convinced that the countries already benefited from this study by sharing information, experiences<br />

and by contributing to several discussions. Nevertheless, several authorities and key players have expressed<br />

their desire to learn more from each other and possibly adopt each other’s instruments or even<br />

achieve common strategies. Although one could argue that serious difficulties will be involved in establishing<br />

common strategies for coastal flood risk management, we conclude that defining common<br />

policies and strategies is a major challenge and opportunity for improved coastal flood risk management.<br />

It could be done by means of for example:<br />

- Establishment of a partnership which stimulates knowledge exchange between the countries regarding<br />

the topics mentioned above. The current North Sea Coastal Managers Group could perform<br />

this activity.<br />

- Where deemed desirable, strategy development by partnering on specific strategies and measures.<br />

This holds especially for the following themes: public awareness in relation to responsibility<br />

of acting (government versus ‘self acting’ of individuals), insurance versus compensation,<br />

evacuation and crisis management.<br />

Defining common strategies and policies does not necessarily have to lead to harmonisation. Although<br />

future harmonisation of policies and strategies should not be avoided when desirable and feasible, we<br />

believe that policy makers have to focus on further mutual understanding and mutual learning.<br />
