Area (ZZIF)
is a territorial
unit, whhere
the main n land use is
fo orestry. This approach asssembles
and d organizes ssmall
forest holders and
defines
a jointt
intervention for forest management
and
protection n. Defined by
la aw in 2005, annd
revised in 22009,
each ZIF F of private forrest
has to inc clude at least
a contiguous aarea
of 750 haa,
50 landowners
and 100 fforest
plots, and a has to be
managed m by a single body, ddefined
by ZIF F members.
Aim A / objectivess:
The ZIF oveerall
objective is
to promote tthe
efficient management
of
fo orest and to mmitigate
currennt
constraints of o forest intervvention
(e.g. land l size and
te enure). Other objectives aree
to develop structural
meassures
for fire prevention, to
in ntegrate local aand
central addministration
actions
and to implement the e national and
re egional forest mmanagement
ppolicy
at the loc cal level. The ffinal
purpose of o ZIF areas is
to o improve productivity
in rural forest areas, contributing c to rural developm ment.
Role R of stakehoolders:
The fouunding
group is i mainly compposed
of fores st owners and
pr roducers and is the startinng
point for creating c a ZIFF.
The manag gement entity
ad dministers the ZIF in order to
achieve their
main purposses
and the aim ms defined on
th he plans. AFN will support annd
monitor ZIF F activities. ZIFF
non-supportin ng landowners
ar re obliged to haave
a PGF for their land, as well w as to accoomplish
the PEIF
of the ZIF.

Methods: M The idea emerged
after the catastrophic c
wwildfires
of 20 003 and was
de eveloped and ppresented
by a group of stak keholders (landdowners,
forest t associations,
City C Council, ammong
others) to the Ministr ry of Agriculturre,
Rural Deve elopment and
Fisheries.
The ZZIF
approach wwas
legislated by Law 127/20005,
and revised
under Law
15 5/2009. Each ZIF assemblees
small prope erties, which wwill
be jointly managed m by a
si ingle entity, which
can be a non-profit-ma aking and voluuntary
organiza ation or some
ot ther group of people approvved
by the for rest owners. EEach

of impleementation:

legal constitu ution of ZIF inccludes
six man ndatory steps, his.eu/en/mac

of the founding group
(group of lanndowners
with at least 5% of Related tech

ZIF), the prior consulttation
meeting g, the public system for fue
co onsultation, the
final audiennce
meeting, the t proposal ssubmission
to o the National Prescribed fir
Forest
Authorityy
(AFN) and leegal
publication n of each ZIF (already done e). After these Compiled by
