Then <strong>of</strong> course, moving on to another<br />
process introduction that you have not seen before,<br />
but I want you to be aware <strong>of</strong> it together with the<br />
communication side. We have a 14-step acquisition<br />
process <strong>of</strong> obtaining a new facility. And I'm sure<br />
that many people external to our organization<br />
doesn't quite understand that. We select sites and<br />
we have a protocol for that. A very defined<br />
protocol. We purchase a site through a defined<br />
process. And our sites are approved by the<br />
Congress. So when there is some discussion about a<br />
site, then we're all in this one together because,<br />
before we move forward, Congress has to approve the<br />
site and also the purchase.<br />
Project planning is done the same way on<br />
every single project. Acquisition <strong>of</strong> the design<br />
build team is another bureau's responsibility, the A<br />
Bureau's responsibility. OBO does not select<br />
contractors, consultants or anything in procurement.<br />
OBO does not.<br />

we must go through because it's associated with the<br />
