put forward were implemented or not. So we started<br />
this program <strong>of</strong> going out and looking at it.<br />
We're validating implementation. We're<br />
also gathering lessons learned. The team that went<br />
out would be myself or Angela, somebody from the VE<br />
<strong>of</strong>fice. We would always take somebody from the VE<br />
team that did the study and maybe one or two other<br />
people to go out and help look at the project during<br />
construction before it was all buttoned up so that<br />
we can make sure that we could see. If there was a<br />
recommendation on a mechanical system, you could<br />
actually see whether or not it had taken place.<br />
The interesting thing on this was that we<br />
visited 15 sites, which incorporated 22 VE studies.<br />
Now, you might ask the question why 22 versus 15.<br />
Well, sometimes we did two studies on a project, or<br />
there may have been a study on the annex building<br />
that followed study that was done on the embassy<br />
compound proper.<br />

If you were just to stop after the VE study<br />
came in, there was 712 proposed alternatives on<br />
those 22 studies. And I got a memo, or we got memos<br />
back from the teams that said they were accepting<br />
184. That's all well and good, but I didn't have a<br />
strong fuzzy on how many were actually accepted.<br />
