MR. GLAVIS: Well, I think it's important<br />

to look at our desire to stay competitive. There<br />

has always been a question <strong>of</strong> do you want to have<br />

three or four or five names on an RFP or do you want<br />

to leave the sheet blank, let the best man win and<br />

write a performance to spec? That's the way we're<br />

leading is a performance spec. Tighter and higher<br />

efficiencies because, quite frankly, if I pick,<br />

let's say General Motors, I can get a Chevy or I can<br />

get a Cadillac. Okay? And unfortunately, we're<br />

finding that problem exists today.<br />

So, keeping the sheet clean and not showing<br />

any favoritism or any discrimination, but tightening<br />

up the performance spec, that's where we're headed.<br />

GENERAL WILLIAMS: And that is very<br />

significant from the standpoint <strong>of</strong> OBO's position.<br />

Performance spec tweaking and enhancement and not<br />

paying any attention to the rest <strong>of</strong> it because<br />

that's left for the procuring world to connect to<br />

this performance spec.<br />
