But every team is different and we do try to have<br />
somebody that understands operations and<br />

GENERAL WILLIAMS: Got it. Are there other<br />
comments from the panel?<br />
Now, what about attitude? You had it on a<br />
slide up here. What is that?<br />
MR. KNOOP: Again, it goes back to how you<br />
represent yourself to the marketplace. For the VE<br />
exercise that we did for the Corps <strong>of</strong> Engineers, we<br />
were looking at their RFP, we suggested they write a<br />
preamble to the entire RFP to tell the bidding<br />
community what their goals are, what they want to<br />
do, that they are a business entity that is willing<br />
to do business with the bid community in a<br />
progressive way. Tell the customer or tell the<br />
business community how you want to engage them to<br />
succeed together. And you also go to processes like<br />
partnering sessions. I'm not sure if we do that<br />
here at the <strong>Department</strong> <strong>of</strong> <strong>State</strong>, but partnering<br />
sessions is a way to again, just like a design or a<br />
VE workshop at the beginning, it allows you, all the<br />
groups to get together and try to figure out a mode<br />
to succeed together.<br />
