MR. WOODS: One <strong>of</strong> the things that I have<br />

seen in my experience over the years is how OBO has<br />

evolved, I would say in the 80s and the 90s. You<br />

would call it an evolution. General Williams had<br />

brought about a revolution in his time.<br />

I don't have an answer for this, but I ask<br />

the question, are the buildings that are being<br />

designed and planned, are they considering how this<br />

organization OBO is going to be operating five<br />

years, ten years from now? I recognize that a lot<br />

<strong>of</strong> this is driven by security, but the question<br />

comes down, how do you redo a building in 15 or 20<br />

years? And we see this in the private sector about<br />

every five to ten years, <strong>of</strong> basically redoing the<br />

entire HVAC system, the electrical, particularly the<br />

technology. So, it is as much a question <strong>of</strong> what<br />

are you planning in the five to ten year arena?<br />

MR. KNOOP: The world changes. Your<br />

buildings have to be living organisms that are able<br />

to accept to change. So be careful where you<br />

establish permanence, because it could be painting<br />

you into a corner.<br />

Let's talk about risk elements. And this<br />

goes into what John, the risk elements are going to<br />

change. Right now, security is your main concern.<br />
