construction out to the site. Designers will sit<br />
around and talk about some <strong>of</strong> the esoterics about<br />
how this is a great design and we will run<br />
calculations. But anyone who has worked with the<br />
superintendent on a project knows that that's the<br />
guy who really knows how the project goes together.<br />
We need those people involved in the process <strong>of</strong><br />
value engineering, because they can educate us on<br />
how to do a better job in design to facilitate good<br />
construction.<br />

MR. WOODS: The negative <strong>of</strong> this is<br />
something that I have seen doing the security work.<br />
My colleague over here from M. C. Dean is a good<br />
example, where they would rather not do the design<br />
because they would rather do the construction. But<br />
you would like to have contractors on a VE team who<br />
have been there, done that and done it. So this to<br />
me is a terrific idea, but the implementation <strong>of</strong> it<br />
with the conflict <strong>of</strong> interest potential is not easy.<br />

getting involved a lot with the Army Corps <strong>of</strong><br />
Engineers. The Navy is at the RFP process. The<br />
value engineering teams analyzing the RFPs how you<br />
