You just need somebody to facilitate a<br />
communication process between post, OBO, designers<br />
and builders to establish what makes you a winner.<br />
What is the priority <strong>of</strong> the project? So that there<br />
is no question that when you get through the<br />
process, that no, we prioritize. Window shades were<br />
not a priority element so let's stop wasting money<br />
on that. Toilets were. They are all broken and<br />
we're having them leak on the ambassador's head.<br />
That's not good. So prioritization is a key element<br />
to that, I think.<br />

that you're doing the VE verification. That's<br />
really fabulous. And I think it will help as you<br />
begin to build a history <strong>of</strong> what is going on,<br />
particularly in terms <strong>of</strong> operations and maintenance<br />
<strong>of</strong> these buildings, which I know is still a very<br />
difficult issue. And I guess you have operations<br />
and maintenance involved from very early on in all<br />
your VE?<br />
