know, and Suman and some <strong>of</strong> the others are very<br />
familiar with this process who work with us, that we<br />
cannot move forward to build, to construct, to do<br />
anything, to spend any money on that portion <strong>of</strong> the<br />
project, until this certification is approved and<br />
sent to the congress. I'm just letting you know the<br />
number <strong>of</strong> hands and entities that are involved in<br />
our business.<br />
So now you see two things. We cannot<br />
purchase a site or move forward on one without<br />
congressional approval, and we cannot build in any<br />
city with a classified component without the<br />
approval <strong>of</strong> the drawings and the certification <strong>of</strong><br />
the Congress.<br />
The on-site supervision team is put in<br />
place and we have protocols about that. It's always<br />
led by an American. And that individual is selected<br />
and he or she has a team <strong>of</strong> other Americans and some<br />
qualified third country nationals or host country.<br />
The notice to proceed for the design build<br />
team or the construction team, if it's a design<br />
build bill, is a methodical process. We have a<br />
protocol that allows that to take place. And then<br />
the project about somewhere between 97 and 98<br />
