It's a serious driver. But there can be other<br />
elements that will come into play in risk.<br />
The insurance industry is establishing<br />
whether bidders will go after your project and be<br />
interested in doing business with OBO. There is<br />
political risk, security risk. Cost is a risk. You<br />
deal with these ideas early, get a VE team in,<br />
analyzing these elements early and the effect. We<br />
can narrow the negative effect in the latter part <strong>of</strong><br />
a project. Schedule is also a risk element.<br />
We talked before about involving an<br />
advisory group <strong>of</strong> users and post representatives.<br />
Again, we want to see how the customer is using your<br />
product, the relationship between the building and<br />
post to help ensure that you are still providing a<br />
valuable product. And who is your customer? And<br />
that can sometimes be a serious issue. Is it the<br />
post? Is it main <strong>State</strong>? Is it we the people? We<br />
have to be able to prioritize who we are pleasing<br />
and serving as our customer.<br />
Next slide. We need to look at<br />
constructability and multi-disciplinary teams. We<br />
need to get the contractors involved in the VE<br />
studies because we need to know how they procure<br />
products, how they schedule bringing product and<br />
