in the host country that we are trying to get zoning<br />
from and approval to do things and say look, we want<br />
to come to your country to build a platform to do<br />
these kind <strong>of</strong> things. And have it all related to<br />
green and this type <strong>of</strong> thing and deemphasize the<br />
fact that the main purpose is to do an embassy. It<br />
just may be a s<strong>of</strong>ter touch and it clearly won't hurt<br />
anything and it won't alter anything, but it might<br />
help us get a pass, go a little quicker. So stay<br />

UNIDENTIFIED SPEAKER: Just a comment on<br />
the value engineering process and how it has<br />
evolved. I think, in my experience, I have seen a<br />
lot <strong>of</strong> scrutiny on things that are now, as Suman<br />
said, becoming not a fad anymore, but kind <strong>of</strong> an<br />
accepted practice <strong>of</strong> being attacked in a value<br />
engineering process in terms <strong>of</strong> sustainability and<br />
it's kind <strong>of</strong>, you know, somebody's signature item on<br />
a project that doesn't need to be there.<br />
But I don't know, in oversight you<br />
mentioned that you are mandated to do to the<br />
program, but I don't know if there is oversight on<br />
