the right costs and you get true value.<br />
We're going to discuss a few value<br />
engineering trends that we're seeing out in the<br />
market and things that we think will help your<br />
program. The VE concept should start very early in<br />
the process. A couple <strong>of</strong> thoughts are at inception<br />
and then somewhere in the implementation process,<br />
and then at the conclusion. One idea that has been<br />
used is to bring in a value engineer as a<br />
facilitator to do a workshop, a design workshop to<br />
set the priorities and set the value measures for<br />
the project right from the inception, because all<br />
projects aren't the same. We might have a program<br />
like the SED program, but it's a program, not a<br />
template.<br />
We want to establish the goals that are<br />
appropriate to the project and use those as<br />
measures, as we proceed forward in our<br />
implementation <strong>of</strong> the project. Next slide.<br />
We talked about the SED. A value<br />
engineering workshop can help decide how we are best<br />
using the SED. Remember, the SED, is it a template<br />
or standard? Which one? Is it a kit <strong>of</strong> parts or a<br />
cookie cutter design? We're not cookie cutter<br />
