I do have to take a little bit <strong>of</strong> exception with an<br />
answer that was given earlier about the cost <strong>of</strong><br />
sustainable design. In some cases, some <strong>of</strong> the<br />
recommendations or the new technologies that we are<br />
putting in do cost more money. They cost more<br />
initially. Putting a green ro<strong>of</strong> on, because the<br />
technology is new, can cost more money up front.<br />
But we are looking at ways <strong>of</strong> reducing that cost and<br />
reducing the impact and incorporating it into our<br />
standards. Yes, it's being built into our costs.<br />
We know that, but we're also trying to save O and M<br />
costs for the future and for what our tenants are<br />
going to be having to pay.<br />

So the new part is the verification. We've<br />
started this program last year, maybe 18 months ago<br />
or so to conduct site assessment trips. The problem<br />
I was having was I was getting these memos back that<br />
said these are what we planned to implement, but I<br />
didn't have a sense <strong>of</strong> what actually was implemented<br />
over time. And because this is a congressionally<br />
mandated program and we have to report to the OMB<br />
every year what results we actually had, I could<br />
see, if I put myself as an auditor and go out and<br />
look at some <strong>of</strong> these projects, would I actually see<br />
that the value engineering recommendations that were<br />
