value engineering when I saw what happened on a<br />
project like yours where it was a renovation,<br />
building a small annex onto one <strong>of</strong> our embassy<br />
compounds, and the VE team came up with the idea,<br />
why are you doing this? It does not make sense.<br />
For the amount <strong>of</strong> money you are spending on this<br />
annex that you are putting on, it would make more<br />
sense to build a new building or a new compound,<br />
because you are not solving all the functional<br />
requirements <strong>of</strong> post. And that project got canceled<br />
and they have since built a new building or new<br />
compound.<br />
And so that to me -- you're right. It's a<br />
holistic step back approach, measuring twice,<br />
ability to sit back and say what can we do better?<br />
And I know Greg has comments.<br />
MR. KNOOP: It still goes back to the<br />
beginning. I mean, how do you say that we<br />
succeeded? You have to say that we succeeded by<br />
understanding what the mission is and we have to<br />
very early in the process decide what are the<br />
priorities in the mission. Because I think that the<br />
A and E teams and OBO get put in a place where<br />
they've got twelve million dollars to spend and<br />
they're hearing all sorts <strong>of</strong>, we need this, we need<br />
