people out there. The United <strong>State</strong>s is represented<br />
by people <strong>of</strong> all cultures and all backgrounds. So<br />
our embassies should use the kit <strong>of</strong> parts, the<br />
rules, but establish creativity as the norm, as the<br />
measure that we want to pursue. Next slide.<br />
Lifecycle costs. We heard actually a<br />
presentation this morning that talked about how we<br />
are seeing beneficial effects from a lifecycle<br />
analysis. I know that that measure has come up in<br />
our studies before and it's nice to see that good<br />
changes are happening with OBO. You can't look at<br />
just simply what the savings are today. That's<br />
deplorable. We're better than that. We have to<br />
look at the future. We are the stewards <strong>of</strong> the<br />
future every time we take on a project.<br />
So, we have to look at the measurements.<br />
Is the shell the same as the interior? Is the site<br />
the same as the shell? There is not one answer for<br />
lifecycle measurements. I think you have to look at<br />
the shell that is built like the pyramid, it's going<br />
to last forever. But you're a business. You're in<br />
the business <strong>of</strong> diplomacy and you change every four<br />
years, every ten years. Are we seeing churn, are we<br />
measuring lifecycle in the interiors <strong>of</strong> these<br />
buildings to respond to the appropriateness <strong>of</strong> churn<br />
