And then you turn around and you add all<br />

that water that's going down a drain because <strong>of</strong> the<br />

chemical treatments and you just mentioned about the<br />

chemical treatment areas in the wastewater<br />

treatment, it's compounded. I can't give you a<br />

number. I would be afraid to, but I would say<br />

definitely significantly higher operating costs, all<br />

the way around.<br />

GENERAL WILLIAMS: And George, I was not<br />

expecting you to be precise with a number. You gave<br />

me the explanation that I wanted and that is the<br />

fact that we feel fairly confident that this<br />

approach, at the end <strong>of</strong> the day, combining both<br />

initial and long-term, that the ultimate burden on<br />

the taxpayers will be reduced.<br />

MR. GLAVIS: Yes, sir.<br />

GENERAL WILLIAMS: Okay. Are there any<br />

panel objection to this new approach?<br />

MR. WOODS: Not an objection, really<br />

another question. I'm the structural engineer who<br />

has a difficult time operating the new thermostat<br />

with all the gee-whiz stuff in my home. And David,<br />

you mentioned the increased training.<br />

A lot <strong>of</strong> multi-tenant buildings in this<br />

country, we have a difficult time with them<br />
