staff came up with. This was not a tasking to<br />
staff. This was staff looked and said you know,<br />
we've done 50 buildings, 50 facilities in the last<br />
six years. And I think it's time that we surprise<br />
the General with an award. He's always giving out<br />
the awards, but it's time for us to turn the tables.<br />
