Emissions profile and action plan<br />

According to the Quebec Inventory of GHG 1990-2003 produced by ministère du<br />

Développement durable, de l’Environnement et des Parcs (MDDEP), the breakdown<br />

of GHG emissions in 2003 by sector of activity is presented in Table 5.<br />

According to the same data, the percentage of change in emissions is presented in<br />

Table 6 for the same period. It should be noted that the total increase of overall<br />

emissions was 6.5 percent for Quebec during the same period.<br />

* In an answer to a question from the Panel (C27), the MDDEP explained that the considerable growth in this<br />

sector during that period was due to natural gas and electricity price increases, which favour conversion to<br />

sources that contain more carbon and pollute more such as No. 6 fuel oil.<br />

Quebec undertook to implement on Quebec territory Canada’s GHG emissions reduction<br />

commitments. That corresponds to a 6 percent reduction compared to the 1990 baseline<br />

on the 2012 horizon, as called for in the Kyoto protocol. Whereas the gap between reality<br />
