an identity inheritance and a historical reference point that must be preserved 1 . In this<br />
respect, some underscored the presence of many heritage buildings in the project’s area<br />
and on the île d’Orléans, which are a testimony to the past and which have been<br />
preserved until now (Mr. Pierre Blouin, DM621, p. 29; Ms. Lise Thibault, DM436,<br />
p. 30; Ms. Denyse Rondeau, DM195, p. 2). Moreover, several participants believed<br />
that the project is incompatible with the designations of the city of Québec as a<br />
Unesco World Heritage Site, and of the île d’Orléans as a historic district 2 .<br />
Some of the area’s residents 3 expressed their affection for the landscapes that typify the<br />
environment they chose. One participant expressed the landscape’s importance for her<br />
as follows:<br />
A landscape is more than a painting, more than a watercolour, more than a<br />
drawing, more than a picture. A landscape can move us to the very depths of our<br />
souls with a single glance. It contains the most secret memories, clings to our<br />
very skin, dances about in our heads and imposes the rhythm of our heartbeats.<br />

For many participants, the Lévis and Beaumont area has remarkable landscape<br />
value. It was described as a site bordered by cliffs and promontories which have<br />
exceptional views of the St. Lawrence River, the île d’Orléans and the surrounding<br />
area (Mr. Rosaire St-Pierre, DM412, p. 3; Mr. Benoît Bouffard, DM31, p. 2). The île<br />
d’Orléans, located in front of this area, also garnered a lot of attention. The visual<br />
outlooks that island residents and visitors would have on the project’s facilities worried<br />
some participants (Ms. Yvonne Tschirky-Melançon, DM524, p. 2; Ms. Chantale Jean,<br />
Messrs. Olivier Lajoie and Gaétan Lajoie, DM60, p. 3). Some participants described the<br />
landscape’s beauty:<br />
The region seems to be taken straight out of Paradise […] it’s a coexistence that<br />
is still harmonious between the rural and urban dimensions; it’s the parcelling out<br />
of the territory into small picturesque villages, with always a rural note that is<br />
evocative of the colony’s beginnings.<br />
