Impacts on the inhabited area and human activities<br />

♦ Recommendation 11 — The Panel recommends that the proponent ensure a<br />

proper follow-up, after reaching agreement with the ministère du Développement<br />

durable, de l’Environnement et des Parcs with the purpose of assessing the true<br />

level of additional air pollutants from the project compared to existing levels within<br />

the area currently retained for the planned project.<br />

Air quality follow-up<br />

The Panel concludes that it is important that an overview of the quality of ambient air<br />

be established for inhabited areas during LNG terminal operation so as to protect<br />

human health and not to harm the margin of manoeuver needed for new<br />

developments in this area. To this end, the Panel supports the recommendations<br />

made by Health Canada and the <strong>Agence</strong>s de la santé et des services sociaux de<br />

Chaudière-Appalaches and de la Capitale-Nationale to carry out an air quality followup<br />

in the residential areas closest to the proposed terminal facilities. (DB104, p. 10;<br />

DM602, p. 74).<br />

On one hand, such oversight would make it possible to more accurately assess the<br />

project’s relative influence on degradation of air quality by the addition of air<br />

pollutants, such as sulphur dioxide, and, on the other hand, to determine the<br />

remaining margin of manoeuvre for future development of this part of Lévis. This<br />

follow-up approach would definitely allow identification of future at risk contaminants<br />

and suggest the needed steps for control measures at the source to maintain a<br />

healthy air quality environment for the surrounding population.<br />

♦ Recommendation 12 — The Panel recommends that the ministère du<br />

Développement durable, de l’Environnement et des Parcs add a new sampling<br />

station to its network to show air quality in Lévis. If the project goes ahead, the Panel<br />

recommends that the proponent establish a monitoring station in the inhabited area<br />

between the jetty and Highway 132 together with the ministry.<br />

♦ Recommendation 13 — The Panel recommends that the data collected from air<br />

quality samples taken at the monitoring station operated by the proponent in the<br />

inhabited area most exposed to the project’s emissions be analyzed in concert with<br />

the ministère du Développement durable, de l’Environnement et des Parcs. Sources<br />

of recurring exceedances that go beyond the Québec standards in force must be<br />

corrected to the ministry’s satisfaction.<br />

Maritime navigation<br />

Many citizens expressed concern about the potential impact of the specific conditions<br />

applicable to transportation of liquefied natural gas, mainly on the flow of ship traffic<br />
