of the triumph of the nation-state. 92 Me<strong>in</strong>ecke, who survived the perils<br />

of two world wars, the dark years of Nazi rule, <strong>and</strong> the division of<br />

his beloved fatherl<strong>and</strong> before pass<strong>in</strong>g away at the age of 92, later<br />

expressed remorse for his words <strong>and</strong> actions of the early twentieth<br />

century. 93 Hav<strong>in</strong>g witnessed the unimag<strong>in</strong>able devastation wrought<br />

by the fateful development of German nationalism, he devoted his<br />

f<strong>in</strong>al years of life to affirm<strong>in</strong>g his faith <strong>in</strong> the endur<strong>in</strong>g value <strong>and</strong><br />

timelessness of universal human rights, <strong>and</strong> <strong>in</strong> the hope of some form<br />

of world citizenship <strong>in</strong> the future. 94<br />

As for Me<strong>in</strong>ecke, the years follow<strong>in</strong>g Germany’s defeat <strong>in</strong> the<br />

Second World War were momentous ones for Percy Schramm. 95<br />

Because of his connections to the Nazi Party <strong>and</strong> service as a secretary<br />

to the Germany Army’s General Staff, Schramm lost his academic<br />

position as Professor of Medieval History at the University of<br />

Gött<strong>in</strong>gen. While undergo<strong>in</strong>g de-Nazification, <strong>and</strong> surrounded by<br />

the devastation that his beloved city of Hamburg had suffered dur<strong>in</strong>g<br />

British <strong>and</strong> American bomb<strong>in</strong>g raids, Schramm began to reconstruct<br />

the cosmopolitan <strong>and</strong> colonial histories of his family <strong>and</strong> the<br />

merchant elite of which they had been a part. Even before the war<br />

had ended, <strong>in</strong> 1943, Schramm dedicated his book, Hamburg, Germany,<br />

<strong>and</strong> the World, to ‘the old Hamburg, which for me is embodied by my<br />

father, the mayor, Dr Max Schramm <strong>and</strong> my mother, Olga Schramm,<br />

born O’Swald . . . Let it be the case that once the new Hamburg is<br />

rebuilt, it will preserve the memory of the old!’ 96<br />

In the years that followed, Schramm worked tirelessly to rebuild<br />

the memory of a liberal, worldly city whose political <strong>and</strong> economic<br />

elites had spread their city’s <strong>in</strong>fluence around the globe. The cosmo-<br />
