But Swiss <strong>and</strong> German merchants did not merely channel factors<br />

of production from abroad <strong>in</strong>to Lombardy’s traditional <strong>and</strong> profitable<br />

silk sector. They also <strong>in</strong>troduced a completely new <strong>and</strong> foreign<br />

production process to Milan, namely, the mechanical sp<strong>in</strong>n<strong>in</strong>g <strong>and</strong><br />

pr<strong>in</strong>t<strong>in</strong>g of cotton. This <strong>in</strong>vestment clearly went aga<strong>in</strong>st the dictates<br />

of economic opportunity <strong>and</strong> profitability. Whereas <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> the<br />

production <strong>and</strong> ref<strong>in</strong>ement of silk was compatible with Lombardy’s<br />

comparative advantages, cotton was a sector <strong>in</strong> which the Italian<br />

region possessed no natural aptitude. Cotton was not locally grown<br />

like silk, <strong>and</strong> had to be imported from the Far East, Egypt, New<br />

Orleans, or India. Historically, production had never spread outside<br />

the districts of Monza <strong>and</strong> Gallarate <strong>and</strong> was limited to h<strong>and</strong>-made<br />

<strong>and</strong> home-made fustians <strong>and</strong> bombaz<strong>in</strong>es. 34 Once a flourish<strong>in</strong>g area<br />

of manufactur<strong>in</strong>g, it suffered badly under Spanish rule <strong>and</strong> never<br />

really recovered. 35 In order to re<strong>in</strong>troduce <strong>and</strong> mechanize this ail<strong>in</strong>g<br />

sector, both state <strong>in</strong>tervention <strong>and</strong> the ‘violent operation’ of a merchant<br />

network were needed.<br />

In 1781 the Austrian government took a first step towards mak<strong>in</strong>g<br />

Lombardy an attractive location for entrepreneurial migration by<br />

pass<strong>in</strong>g a decree abolish<strong>in</strong>g all exist<strong>in</strong>g discrim<strong>in</strong>ation aga<strong>in</strong>st non-<br />

Catholics, permitt<strong>in</strong>g them to practise their religion <strong>in</strong> private, <strong>and</strong><br />

allow<strong>in</strong>g them to hold public office. 36 This was a legislative <strong>in</strong>tervention<br />

deliberately designed to attract entrepreneurial capital from<br />

abroad, ma<strong>in</strong>ly from Switzerl<strong>and</strong>. In addition, tailor-made state<br />

assistance <strong>in</strong> the forms of tariffs, tax exemptions, <strong>and</strong> <strong>in</strong>centives were<br />

offered to specific entrepreneurs to set up cotton-sp<strong>in</strong>n<strong>in</strong>g mills <strong>and</strong><br />

home-weav<strong>in</strong>g networks.<br />

Replac<strong>in</strong>g economic <strong>in</strong>centives with state <strong>in</strong>ducements proved to<br />

be a successful strategy. A young merchant–manufacturer of German<br />
