PAD 314 Leadership, Supervision and Performance<br />

3 hours, 3 credits<br />

This course exposes students to a range of techniques for improving<br />

the efficiency and effectiveness of public sector and not-for-profit<br />

services. It devotes particular attention to the application of theories<br />

of leadership and performance measurement in a wide variety of<br />

management settings. Cases are used extensively.<br />

PAD 340 Planning<br />

3 hours, 3 credits<br />

Analysis of the techniques of planning, decision making and<br />

implementation of change in the public sector. Evaluation of<br />

methods available for identifying needs, managing short- and longterm<br />

plans, monitoring change in a systematic way. Emphasis on<br />

planning as an administrative tool in a democratic/political<br />

environment.<br />

PAD 343 Administration of Financial Resources<br />

3 hours, 3 credits<br />

Examination of the managerial and political aspects of budgetary<br />

cycles and processes in the public sector. Budget planning,<br />

preparation, presentation, authorization, administration and control,<br />

alternative and innovative approaches to public budgeting, budgetary<br />

roles and role relationships.<br />

PAD 346 Administration of Personnel Resources<br />

3 hours, 3 credits<br />

This course will provide the student with an understanding of the<br />

history, development, and evolving philosophy of public sector<br />

personnel management, as well as an introduction to specific<br />

techniques necessary for the management of personnel resources.<br />

Among the issues to be examined are recruitment, selection and<br />

training of personnel, affirmative action, labor-management relations<br />

and the role of a manager in public sector organizations.<br />

PAD 348 <strong>Justice</strong> Planning and Policy Analysis<br />

3 hours, 3 credits<br />

Review of techniques of planning, decision making and<br />

implementation of change in the justice system. Survey of methods<br />

available for identifying needs, managing short and long term plans,<br />

and systematically monitoring change. Overview of problem areas<br />

involving the interface between discrete components of the justice<br />

system.<br />

PAD 358 Comparative Public Administration<br />

3 hours, 3 credits<br />

A comparative analysis of administrative processes and institutions in<br />

selected foreign countries. This course will explore similarities and<br />

contrasts in administration and program policy as they relate to<br />

political, social, economic and cultural factors in the societies<br />

studied, with special emphasis on developmental administration.<br />

PAD 360 Court Administration<br />

3 hours, 3 credits<br />

Study of court management from institutional, behavioral and process<br />

perspectives. Emphasis on court structure, jurisdiction and inherent<br />
