Unless forces are actively conducting engagements or redeploying, some portion should be<br />
engaged in crew rest <strong>and</strong>/or maintenance. “All clear” procedures should be established when<br />
a threat no longer exists.<br />
(4) Transfer of Authority <strong>and</strong> Transitions in DCA Operations<br />
(a) Transfers of C2 functions such as airspace control, battle management<br />
authorities, etc., from one level of comm<strong>and</strong> or controlling element to another, should be<br />
accomplished smoothly, with the succeeding element not assuming C2 functions until the<br />
appropriate level of capability is actually in place—<strong>and</strong> rehearsed, if possible. Prior to<br />
hostilities, if possible, redundant or secondary C2 nodes should rehearse primary C2<br />
functions.<br />
(b) Temporary transfers of authority (e.g., ID or engagement authority) must<br />
be acknowledged by establishing <strong>and</strong> receiving elements <strong>and</strong> acknowledged by their<br />
subordinates. For example, if an AWACS is given a SADC function from a CRC, their<br />
subordinate air <strong>and</strong> surface fire control units, as well as the AWACS, must acknowledge the<br />
transfer. When the CRC regains that function, the AWACS <strong>and</strong> subordinates must again<br />
acknowledge the transfer. In all cases the next higher C2 node also must be notified <strong>and</strong><br />
acknowledge the changes.<br />
(c) Detection of enemy offensive preparations may be an indication or warning<br />
of an impending hostile act <strong>and</strong> signal a decision for transition from peace to combat<br />
operations. Detection of these preparations allows for the transmission of tactical warnings<br />
that alert comm<strong>and</strong>ers, automated weapon systems, sensors, fusion centers, C2 nodes, <strong>and</strong>, in<br />
some cases civil authorities, to anticipate the attack.<br />
