Comm<strong>and</strong> <strong>and</strong> Control<br />

against airborne low-altitude, low-radar cross-section targets. E-2C crews train to act as a<br />

SADC if a CRC or other ground-based C2 node is not in the JOA/AOR. This is usually a<br />

short-term solution until a CRC deploys into theater or if an operation is of limited scope or a<br />

short duration. The limiting factor for the E-2 is on station time as it currently does not have<br />

the ability to refuel airborne. E-2 is considered an HVAA.<br />

(4) The Marine <strong>Air</strong> Comm<strong>and</strong> <strong>and</strong> Control System (MACCS). The MACCS<br />

provides the Marine ACE comm<strong>and</strong>er with the capability to C2 <strong>and</strong> influence the application<br />

of Marine aviation assets. The Marine air C2 agencies involved in OCA <strong>and</strong> DCA are the<br />

tactical air comm<strong>and</strong> center (TACC) <strong>and</strong> the TAOC.<br />

(a) The Marine TACC is the senior agency for the ACE comm<strong>and</strong>er <strong>and</strong> battle<br />

staff to plan, comm<strong>and</strong>, supervise, <strong>and</strong> direct MAGTF air operations. The TACC maintains<br />

complete information on the friendly situation, including an integrated air picture with<br />

ground combat information essential to the air effort. It can provide automated displays,<br />

ATO generation equipment, <strong>and</strong> data link feeds. Functionally, it is divided into four<br />

mutually supporting sections: current operations, future operations, future plans, <strong>and</strong> air<br />

combat intelligence. The TACC current operations section executes <strong>and</strong> assesses the daily<br />

ATO, while the TACC future operations section helps develop future ATOs <strong>and</strong> operation<br />

orders for the ACE. The TACC future plans section conducts aviation planning in support of<br />

the next mission, or potential mission, assigned to the MAGTF. The TACC air combat<br />

intelligence section supports the entire TACC by producing <strong>and</strong> disseminating aviationspecific<br />

all-source intelligence required to plan <strong>and</strong> execute air operations, to include<br />

counterair operations.<br />

(b) The TAOC is the principal AD agency in the MAGTF. Subordinate to the<br />

TACC, the TAOC provides real-time surveillance, direction, positive control, <strong>and</strong><br />

navigational assistance for friendly aircraft. It performs real-time direction <strong>and</strong> control of all<br />

antiair warfare operations, including manned interceptors <strong>and</strong> surface-to-air weapons. The<br />

TAOC has the capability to serve as a SADC.<br />

(c) The MARFOR normally provides a MARLE to the JAOC to serve as the<br />

Service conduit to the JFACC/AADC.<br />

(5) The SOF under a JFSOCC (or a CDRJSOTF designated for an operation) have<br />

their own joint force C2 architecture <strong>and</strong> are linked to <strong>and</strong> a part of the JFC’s C2<br />

architecture. The CDRJSOTF has at least one secure dedicated C2 network for their<br />

operations <strong>and</strong> other networks with the SOF Service components. Although SOF can play a<br />

significant role in OCA operations <strong>and</strong> they may share common operational areas with the<br />

JFACC (both routinely operate deep in enemy territory), the SOF only control their own<br />

operations or operations in which they are the supported comm<strong>and</strong>. The SOF have no<br />

capability for DCA. Therefore, SOF aviation <strong>and</strong> surface activities must be closely<br />

coordinated with all other joint operations, from planning through execution, to provide<br />

synchronization/deconfliction <strong>and</strong> to prevent fratricide. The SOLE serves as the JFSOCC’s<br />

representative to the JFACC <strong>and</strong> coordinates, deconflicts, <strong>and</strong> integrates all SOF air <strong>and</strong><br />

surface activity into the ATOs <strong>and</strong> ACOs.<br />
