c. During forcible entry operations or in undeveloped theaters, C2 should be simple <strong>and</strong><br />

facilitate the joint force’s ability to respond to a given threat. The ACP must be<br />

continuously assessed through feedback from comm<strong>and</strong>ers to ensure it adequately<br />

supports operational requirements in a potentially dynamic operational environment.<br />

The initial architectures may need to be modified based on the situation <strong>and</strong>/or additional<br />

assets arriving into the operational area.<br />

8. General<br />

SECTION C. RULES OF ENGAGEMENT<br />

ROE are directives issued by a competent military authority that delineate the<br />

circumstances <strong>and</strong> limitations under which US forces will initiate <strong>and</strong>/or continue combat<br />

engagement with other forces encountered. St<strong>and</strong>ing ROE, including rules on the inherent<br />

right of self-defense <strong>and</strong> supplemental measures for mission accomplishment, as approved<br />

by SecDef, are found in Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3121.<strong>01</strong>,<br />

St<strong>and</strong>ing Rules of Engagement/St<strong>and</strong>ing Rules for the Use of Force for US Forces.<br />

Approved ROE for mission accomplishment, applicable to a specific mission, are typically<br />

found in the mission’s respective warning order, execute orders, operations order/plan, ROE<br />

serials, <strong>and</strong>/or special instructions (SPINS) section of the ATO.<br />

a. With SecDef approval, CCDRs may augment the st<strong>and</strong>ing rules of engagement<br />

(SROE)/st<strong>and</strong>ing rules for the use of force (SRUF) with theater-specific ROE <strong>and</strong> with<br />

supplemental instructions. The JFC <strong>and</strong> comm<strong>and</strong>ers at every echelon are responsible for<br />

establishing/implementing ROE, but their ROE cannot be less restrictive than that approved<br />

for a superior comm<strong>and</strong>er.<br />

b. The JFC implements the approved SROE/SRUF/theater ROE <strong>and</strong> may request more<br />

specific ROE for the JOA/mission. The JFC normally requests inputs from subordinate<br />

comm<strong>and</strong>ers when developing the ROE. To prevent violations or misunderst<strong>and</strong>ings, ROE<br />

should be clear, concise, <strong>and</strong> unambiguous. The JFACC/AADC should offer ROE<br />

recommendations to the JFC in anticipation of the need, or when requested to do so. In<br />

conjunction with ROE recommendations, engagement authority <strong>and</strong> its delegation <strong>and</strong> other<br />

authorities must be considered <strong>and</strong> may be part of the ROE. MNF operations may further<br />

complicate processes for establishing <strong>and</strong> executing ROE. The key is to anticipate the<br />

requirement so the changes may be staffed <strong>and</strong> approved at the appropriate level for<br />

implementation when needed at a specific time or for a special circumstance. When<br />

planning counterair operations, the component comm<strong>and</strong>ers must ensure they comply with<br />

the established ROE for the theater/JOA that may include special (<strong>and</strong> somewhat different)<br />

ROE for separate operations. ROE can limit or restrict certain options, targets, <strong>and</strong> methods.<br />

For example, the air ROE may restrict firing of air-to-air weapons if the target is BVR or<br />

across an international boundary. ROE are promulgated through comm<strong>and</strong> channels by<br />

numerous means <strong>and</strong> normally can be found in the SPINS section of the ATO.<br />

Comm<strong>and</strong>ers must not only promulgate ROE to the joint force, but must also train the<br />

joint force on the ROE.<br />
