Rules of Engagement<br />

(ROE)<br />

Identification (ID)<br />

decisions <strong>and</strong> balanced against the enemy’s potential COAs<br />

<strong>and</strong> air <strong>and</strong> missile threats.<br />

Counterair planning considerations include accurate joint<br />

intelligence preparation of the operational environment<br />

(JIPOE) <strong>and</strong> intelligence preparation of the battlespace<br />

(IPB).<br />

JIPOE supports counterair planning by identifying<br />

adversary air <strong>and</strong> missile capabilities <strong>and</strong> their likely<br />

employment. JIPOE products are used by JFC <strong>and</strong><br />

component staffs in preparing their estimates <strong>and</strong> analysis,<br />

selection of friendly COAs, <strong>and</strong> continuing planning<br />

requirements (e.g., development of a viable concept of<br />

operations.) IPB assists the counterair planner in<br />

visualizing the operational environment, assessing<br />

adversary air <strong>and</strong> missile capabilities, <strong>and</strong> identifying the<br />

adversary’s probable intent <strong>and</strong> attack locations. IPB is not<br />

simply enumeration of adversary air <strong>and</strong> missile systems,<br />

but must describe how the adversary air <strong>and</strong> missile forces<br />

operate.<br />

For counterair, all components of the joint force may<br />

potentially share a part of the theater/JOA airspace for<br />

offensive/defensive operations. The ACA establishes an<br />

ACS that is responsive to the needs of the JFC <strong>and</strong><br />

integrates when appropriate the ACS with that of the HN.<br />

The ACS is an arrangement of those organizations,<br />

personnel, policies, procedures, <strong>and</strong> facilities required to<br />

perform airspace control functions. The ACP establishes<br />

the procedures for the ACS in the operational area. The<br />

ACO is an order that provides the details of the approved<br />

requests for ACMs. ACMs are employed to facilitate the<br />

efficient use of airspace to accomplish missions <strong>and</strong><br />

simultaneously provide safeguards for friendly forces.<br />

The JFACC/AADC should offer ROE recommendations to<br />

the JFC in anticipation of the need, or when requested to do<br />

so. The ROE are an integral part of the AADP <strong>and</strong> the<br />

ACP. Comm<strong>and</strong>ers <strong>and</strong> their staffs must ensure that the<br />

AADP contains specific instructions that implement the<br />

ROE.<br />

ID is the process of determining the friendly or hostile<br />

character of an unknown detected contact <strong>and</strong> the product<br />

(classification) of that process. The CID process<br />

complements the ID process to support application of<br />
